Reporting to the Director of Campus Services, the Facilities Manager - Planning and Projects plays a key role in Facilities and the college, with a focus on facilities planning, space management, facilities design, and construction, building code requirements. and project management

JOB RESPONSIBILITIES:

Leadership

  • Oversees facilities projects, including project initiation, project planning, project executing, project monitoring/controlling and project closing.
  • Applies strong project management principles knowledge including project integration, scope, schedule, budget, quality, procurement, human resources, communications, risk and management and stakeholder engagement.
  • Prioritizes requirements and develops plans and submissions to the government to accurately reflect college needs and priorities for facility development, capital projects, and emergent needs.
  • Works in close collaboration with the Facilities Manager-Operations and Maintenance, Manager - Logistics and Sustainability Office to strengthen, coordinate and improve the delivery of services that support the students and staff including project scope, budget, timeline, and project design process.
  • Coordinates with the Director, Campus Services on the implementation of new building projects, renovations, or capital spending projects.
  • Ensures compliance with all safety and security protocols as well as municipal, provincial, and federal legislations.
  • Works closely with Facilities Manager - Operations and Maintenance and contracted service vendors to ensure the correct and appropriate service is being provided to Bow Valley College at all times.
  • Awareness of project safety issues and enforcing all Bow Valley College Safety Policies.
  • Ensures the appropriate items required for the College maintenance and construction are purchased in compliance with established procurement practices.
  • Updates legislative compliance documents.
Facilities Planning and Design
  • Develops space management concepts, strategies and plans to optimize college space utilization.
  • Provides in-house architectural design and support.
  • Adheres to design process including specifications, color and material selection.
  • For in-house projects:
o Designs and develops preliminary detailed architectural drawings and specifications.
o Provides clients with coordinated cost estimates and budgets as well as a project schedule.
o Develops conceptual layout and design based on client program.
o Suggests and designs modifications that would provide greater safety and financially benefit the College.
  • Maintains as-built drawings, manuals and technical library ensuring technical information is kept up to date.
  • Assists in space planning exercises.
  • Research and designs modifications that comply with all governing codes, regulations & proper engineering practices.
  • Confers with clients to determine factors affecting planning around the interior environment such as budget, architectural standards, practice, purpose, and function.
  • Provides architectural and furniture layouts.
  • Prepares specifications and tender packages for renovations, evaluates, and recommends tender awards.
  • Determines any necessary consequential moves resulting from proposed renovations.
  • Analyzes departmental and individual equipment and space requests to determine if requests are valid and consistent with overall College plans and objectives.
  • Works closely with the Manager Logistics regarding furniture standards, specifications, installs/moves/changes.
  • Collects and analyzes space data including but not limited to space utilization reporting.
  • Participates in long range campus development planning and capital project planning/programs.
  • Follows-up and assesses the impact of space allocation changes and amends processes to mitigate or limit disruptions.
  • Creates space related documents including but not limited to policies and procedures.
  • Creates drawings in AutoCAD for all space changes and keeps College drawings up to date.
Contract Management
  • Contracts out all work for construction projects as needed.
  • Oversees contract agreements and follows up as necessary.
  • Works closely with contracted service vendors to ensure the correct and appropriate service is being provided to Bow Valley College at all times.
  • Develops and maintains positive relationships with contractors and suppliers to all related areas to ensure the prompt resolution of operational/service requests/challenges.
Project Management
  • Provides and oversees project management for all internal and external projects including, but not limited to planning, schematic design, and design development, contract administration (day to day basis), project close out.
  • Creates tender and competitive bid documents for projects and is part of the College\'s process for procurement of goods, services, and construction.
  • Coordinates the activities of the trades on projects.
  • Tracks budget, schedules, and develops reports as directed.
Budget
  • Ensures the appropriate items required for the College construction and renovations are purchased in compliance with established procurement practices.
  • Oversees the unit\'s accounting functions to ensure they adhere to proper financial controls, including some financial and budget coordination and ensure that all budget codes are correct.
  • Plans and implements the unit\'s operating budget and makes recommendations to the Director, Campus Services.
Policy & Procedures
  • Updates or develops policies and creates and implements procedures that are related to facilities planning, space management, design, and construction.
  • Creates and implements process or program changes to the section.
  • Updates legislative compliance documents.
Communication
  • Communicates with staff, contractors, and tenants to ensure they are aware of the changes as part of the project. Always keeps open discussion and communication with college stakeholders.
  • Reaches out and builds strong relationships with new and current contractors for future projects.
  • Works in close collaboration with the Facilities Manager-Operations and Maintenance and Manager - Logistics to strengthen, coordinate and improve the delivery of services that support the students and staff.
  • Excellent interpersonal and communication skills to establish and maintain relationships with all levels of college and external stakeholders including executive level.
  • Assists in design/construction conflict resolutions.
  • Briefs all required department and on project processes and procedures by releasing continuous communications.
  • Collaborates with team members to accomplish established goals.

Job Requirements

Minimum Qualifications
  • Minimum of five (5) years or progressively responsible experience in a related role preferably in an educational or institutional facilties management environment.
  • Minimum two-year technical diploma from a recognized post-secondary institution in a field of study related to facilites management, design and construction, (engineering, architecture, construction).
  • Project Management Certification
  • Proficient in AutoCad
  • Excellent project management skills.
  • Effective analytical, problem solving and judgement skills including:
o Ability to analyze issues, research and identify solutions, make well informed decisions, and develop process to implement solutions.
o Effective problem-solving skills in the development of strategies in response to emerging issues and trends.
o Ability to understand complex engineering reports, designs, drawings, and specifications.
o Ability to accurately estimate projects often with minimal information.
o Ability to analyze and reconcile inputs and direction from a wide range of internal and external sources.
o Demonstrated innovation in developing solutions and strategies.
o Ability to effectively research, interpret and analyze data, trends, reports and studies.
  • Impeccable verbal and written communication skills.
  • An equivalent combination of directly related education and experience may be considered.
  • Driver\'s license with clean and current driver\'s abstract
Preferred Qualifications
  • A degree is preferred in architecture, civil engineering, construction management or related field.
  • Certification with relevant accredited organizations such as AAA, APEGA, AET, BOMA, IFMA or PMI is higly preferred.
  • LEED accreditation.
  • WHMIS and First Aid certification
  • Experience with other geographical software programs
  • Demonstrated leadership skills, team building experience, and ability to motivate a varied work force is required.
  • Tactful and confident decision maker and problem solver. High level of self-motivation and initiative.
  • Strong organizational, analytical, communication and time management skills are essential. A proven commitment to customer service.
  • Precise attention to detail.
  • Ability to prioritize multiple tasks and react to changing priorities.
  • Knowledge of related computer applications - Microsoft Office including Project
  • Leadership skills.
This is a continuous, Exempt position.
