Extreme Weather Response Coordinator

Job Purpose
The Extreme Weather Response Coordinator provides nightly operational leadership for Bissell Centre's participation in the City of Edmonton's Extreme Weather Response.
This role directly supervises a team of six full-time Support Workers and a pool of casual relief staffdelivering frontline services on the Extreme Weather Response Shuttle, which operates nightly to transport vulnerable Community Member's to safe overnight shelters during periods of extreme cold.
The coordinator ensures smooth nightly operations, supports staff through on-site presence and debriefing, monitors safety, and participates in an on-call rotation with Bissell's 24/7 supportive housing site to support after-hours incident response and coverage needs.
This is a hands-on, mobile leadership role ideal for someone with strong frontline experience, crisis response skills, and the ability to lead teams in fast-paced environments.
Program Delivery
Oversee daily operations of the Extreme Weather Response Shuttle.
Lead nightly operations of the Extreme Weather Response Shuttle, ensuring safe, timely, and trauma-informed service delivery.
Oversee staff assignments, attendance, and role coverage each shift.
Liaise with bus operators, shelter staff, Transit Peace Officers, and Edmonton Police Service to coordinate service flow and respond to incidents.
Monitor staffing levels and coordinate last-minute scheduling adjustments or call-ins as needed.
Provide on-the-ground leadership and presence during shuttle operations to support staff and clients.
Directly supervise six full-time Support Workers and a pool of casual staff.
Provide nightly guidance, coaching, and crisis debriefing to staff.
Participate in performance feedback, attendance management, and onboarding of new hires.
Promote staff wellness, teamwork, and consistent practice aligned with harm reduction and trauma-informed care.
Serve as the first escalation point for safety or behavioural incidents during nightly operations.
Coordinate incident reporting, documentation, and follow-up with the Manager.
Participate in the on-call rotation with Bissell's 24/7 supportive housing site, responding to after-hours emergencies, coverage gaps, or high-risk incidents.
Ensure staff adhere to Occupational Health & Safety protocols and use PPE appropriately.
Other duties as required.
General and Administrative
Review and approve staff timesheets and accurately and on schedule for payroll processing.
Monitor overtime, sick time, vacation and leave usage to ensure appropriate coverage.
Review and approve employee expense claims, ensuring accuracy, receipts, and compliance with policy.
Support coordination with the Service Hub to connect riders with follow-up supports (housing, income, cultural, FASD/family support, and system navigation).
Oversee nightly completion of service data in Starting Point and ORBIT.
Submit nightly operational summaries and incident reports to the Manager.
Attend pre-shift and post-shift briefings, team meetings, and trainings as required.
Ensure staff compliance with Bissell policies and City of Edmonton contract requirements.
Education and Experience
The successful candidate will have a minimum of a degree or diploma in a Human Services field with 2-3 years of direct experience working with the vulnerable population.
Valid Standard First Aid and CPR.
Knowledge, Skills and Abilities
Experience supervising diverse frontline teams, preferably in high-pressure environments.
Strong knowledge of homelessness systems, harm reduction, client-centered and trauma informed care, and culturally safe practices.
Familiarity with financial empowerment, family support, FASD-informed practice and system navigation approaches an asset.
Demonstrated ability to manage safety risks and respond effectively to crisis.
Strong data literacy and comfort with case management systems (Starting Point, ORBIT, or equivalent).
Excellent interpersonal, communication, and conflict resolution skills.
Culturally safe and trauma-informed practice, including understanding of Indigenous historical and intergenerational trauma.
Valid Criminal Record Check with Vulnerable Sector clearance.
Conditions of Work
Night shifts from 9:45 PM - 6:15 AM, including weekends and statutory holidays.
Mobile, confined work environment (on buses) during cold weather conditions.
Exposure to individuals in crisis and high-stress situations.
Participates in an on-call rotation for the 24/7 supportive housing site.
Required to travel between sites within Edmonton as needed.
