About Our Opportunity

Reporting to a Manager of Exercising within the Training and Exercise Branch, the Exercise Officer is responsible for supporting all NSEMO Emergency Management Programs through the development, implement and evaluation of emergency management exercises in support of the department\'s mandate. This includes the development, updating and execution of policies, programs, and procedures for the prevention, mitigation, preparedness, response, and recovery phases of all emergencies affecting, or having the potential to impact the Province. You also be responsible for working in the Provincial Coordination Centre (PCC) during emergencies, working overtime, and being on standby on a rotational basis.

Primary Accountabilities

As the Exercise Officer, you are responsible for strengthening provincial and local emergency preparedness, through planning, training, and exercising. This includes:

  • liaising with stakeholders (NSEMO staff, provincial departments/ municipalities/ critical infrastructure partners, etc.),
  • the delivery of exercise and evaluation programs and associated training programs,
  • leading and facilitating stakeholder planning meetings, and
  • the development of comprehensive exercise documentation, reports, post-meeting documentation/ finding reports, and needs analysis.
Qualifications and Experience

You have completed a Bachelor\'s degree in a related field and have a minimum of six (6) years of recent experience in Emergency Management, or an equivalent combination of education, training, and experience.

Essential qualities of yours include:
  • Experience in developing and/or delivering large scale, multi jurisdictional emergency management exercises.
  • Development of comprehensive exercise plans, exercise guides, evaluation guides, post exercise reports, lessons learned documents, and findings reports.
  • Qualified to teach ICS 200 - 400 course to a Canadian certified standard.
  • Demonstrated experience in the development and implementation of ICS Incident Action Plans (IAPs).
  • Proficiency and demonstrated experience in Microsoft Office products including Outlook, Word, Excel, and PowerPoint programs.
  • Proficiency and demonstrated experience in researching topics and report writing, and
  • the development of PowerPoint presentations with speaker notes and student materials.
Desirable assets include:
  • Professional experience in adult education, training, and facilitation.
  • Instructor Level certification
  • Certified Emergency Manager (CEM) designation
  • Experience in developing exercises/evaluations using FEMA\'s Homeland Security Exercise and Evaluation Program (HSEEP) or other accredited standards.
Equivalency

  • A related master\'s degree and four (4) years of recent related experience
  • Ten (10) years of exercising development and implementation experience.

Working Conditions

This role is in a fast-paced decision-making environment, and you may be working at your computer for extended periods of time. You may be required to travel to remote worksite locations, load vehicles, carry and setup equipment in a variety of locations, and travel during inclement weather conditions.

Your normal work week is 35 hours/week, 7 hours/day. This role does entail a high volume of work which may require longer than normal working hours and overtime. Due to the multiple spheres of action and scope of responsibilities that this position requires, there is significant mental pressure, requiring resilience. Must be available to participate in the on-call Duty Officer stand-by rotation and available to support the response and recovery of emergency events as required in the Provincial Coordination Centre.

This position will be based at the NSEMO Office in Dartmouth. Additionally, the position will also be deployed to support training and exercise programs throughout the province and work in the Provincial Coordination Centre (PCC).

Additional Information

This position requires the following:
  • a valid Canadian Driver\'s License
  • Immediate access to a licenced, safety-inspected, and operational motor vehicle.
  • Ability to acquire a Level 2 (Secret) Government Security clearance.

Pay Grade: PR 17

Salary Range: $3,091.70 - $3,631.17 Bi-Weekly
