Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. Our Capital Projects Groups are seeking two (2) Executive Vice Presidents (EVP), Commercial CPG to provide executive leadership, direction, and oversight to CPG leadership in respect of the Commercial Management function for the entirety of the capital program.

Reporting to the Chief Capital Officer, you will oversee a multifunctional and multi-disciplinary team of Commercial Management professionals in a complex matrix environment.

The EVP will oversee leadership of Commercial Management activities of either GO & UP or Rapid Transit projects, through the entire project lifecycle including post-implementation. The EVP will also provide oversight for the day-to-day commercial strategy, identification/resolution of commercial issues, and accountability for commercial sound decision making for CPG.

What will I be doing?

  • Oversees leadership of Commercial Management activities of CPG projects, through the entire project lifecycle
  • Envisions, creates, and staffs a solid organizational structure for high performance delivery of the functional mandate to enhance collaboration and synergy
  • Directs the development, recommendation, implementation, and management of business plans, key performance indicators, risk management, public policies, and programs to support the division in the delivery of its objectives
  • Directs and guides the identification of opportunities and roadblocks and applies political acuity and relationship management to ensure risks are detected, assessed, mitigated and/or eliminated
  • Operationalizes the corporation\'s vision, values, mandate, long-term business plans, and annual goals in the areas of accountability
  • Provides expert advice and collaborates with the Board, SMT and business unit leaders to develop new concepts, design new programs, discuss contracting models and provide long-term strategic commercial management direction
  • Provides strategic leadership and direction in the development and execution of an integrated long-term commercial management strategy
  • Provides vision, leadership, and direction in identifying and assessing the interconnectivity of Metrolinx projects/initiatives between/across portfolios, and potential commercial management issues/risks and their impact on the commercial management function
  • Champions a strong culture of excellence across the division that emphasizes and fosters creativity, integrity, collaboration, and the importance of evidence-based decisions
  • Responsible to lead and direct all aspects of the CPG Dispute Management function, including claims and dispute management, negotiations, litigation management, and independent assurance of claims settlements services
  • Works with the CCO, CEO, CLO, SMT, Executive Vice Presidents, Vice Presidents, and Directors to establish and execute a comprehensive and clearly articulated mandate for the Commercial Management\'s CPG portfolio and objectives
  • Cultivates and sustains effective working relationships with key partners (including key contractors, developers, municipalities, TTC, MTO, Minister\'s offices, etc.)
  • Oversees and participates in the development and administration of the Division\'s annual budget
  • Provides leadership and oversight to the contract administration and the procurement of external consultants/3rd Party Vendors

What Skills and Qualifications Do I Need?
  • Completion of a degree in Business Administration or an undergraduate degree in a related discipline or a combination of education, training and experience deemed equivalent; Graduate level degree is an asset
  • Demonstrated experience in progressively responsible executive leadership roles; experience leading large complex projects from conception to build with experience and measured success in the application of commercial management methodology in the context of complex multi-million-dollar projects; experience in the transportation industry and public sector an asset
  • Project Management Professional (PMP) or international equivalent accreditation an asset; Chartered Management Accountant (CMA) of similar professional accreditation an asset. Understanding and training in Legal is also considered an asset
  • Transit knowledge and experience is an asset
  • Experience with large, complex projects and experience in multi-vendor environments
  • In-depth understanding of contract law and corporate governance requirements
  • Expert knowledge of procurement structures, principles, methodologies, and practices, including P3 and Progressive Contracting procurement methodologies
  • Experience with claims management, dispute resolution including arbitration and mediation
  • Broad knowledge of municipal, provincial, and federal regulatory requirements applicable to Metrolinx business portfolios
  • Leadership skills, including interpersonal, presentation, communication, stakeholder management, negotiation, and consensus building, and ability to lead a diverse team
  • Ability to be highly functioning in an environment of ambiguity and constant change.
