Job Description

Bring your leadership and governance experience to a dynamic role as Executive Director of WorkLink Employment Society.

The Executive Director is responsible for the day-to-day management and operation of WorkLink within the parameters of the annual business plan, policies and budget approved by the Board of Directors. The chosen candidate will apply their combined experience in community building, people management, policy development, and proposal writing to support a high-functioning team, achieve funding objectives, diversify revenue streams, and maintain WorkLink's reputation as a leading employment services agency. The Executive Director leads a five-member leadership team in implementing the programs of the charity, nonprofit, and social enterprise divisions of the Society.

This is a full-time, onsite position, working between Langford and Sooke locations with an annual salary of $129,000 to $169,150.

About The Society:



WorkLink has provided government-sponsored employment services to the residents of the Victoria Capital Region's Westshore since 1978. It currently delivers the WorkBC Employment Services Contract out of two office locations in Langford and Sooke. In addition, WorkLink delivers the federally funded YESS START employment program to assist eligible youth aged 15 to 30 in career direction and job search techniques. WorkLink is pleased to provide Indigenous outreach services to the First Nations Communities of Beecher Bay, T'Souke, and Pacheedaht, and is proud to be a member of the Port Renfrew Development Task Force operating the Port Renfrew Visitor Information Centre on a seasonal basis. WorkLink is a registered charity and is governed by a volunteer Board of Directors chosen from community leaders. WorkLink owns and manages two commercial properties and is comprised of a team of 37 employees who are passionate about making a difference in the community.

Key Responsibilities and Duties:



Act as the official agency spokesperson, representing the Society to the public, media, community partners, and stakeholders.

As a change management champion understanding the importance of collaboration, develop and implement new ideas to achieve positive change within the Society and regional employment services sector.

As a community leader, develop and nurture key relationships between the Board and relevant external stakeholders.

As Executive Director, support the Board's development of a 3 to 5-year strategic focus and translate this into an annual operating plan.

Create, monitor and maintain service delivery standards, key performance indicators, and financial tracking methods.

Create and implement the following key documents/processes annually: policy & procedures manual, business plan, business continuity & recovery plan, communications & engagement strategy, and property management lease plan.

Develop and implement a proactive revenue diversification/fund development strategy to decrease dependence on external funding and ensure the continued funding of core employment-based programs and services of the Society.

Develop, monitor, and implement proactive, innovative, and strategic communication strategies for the Board and leadership teams.

Ensure all information systems, data security protocols, risk management frameworks, and internal processes support the Board's operations.

Ensure all policies, procedures, organizational structures and systems are up to date with applicable legislation and reflect best practices from a compliance and risk mitigation lens.

Evaluate the performance of all Leadership team members, subcontractors, and vendors on an annual basis.

Identify workplans which respond to local labour market trends, demands and emerging needs to reflect changes in the Society's programs & services.

Lead the development of an Annual Operational Budget for Board approval and oversee acceptable Society financial practices, ensuring operation within the limitations of the approved budget.

Oversee all aspects of Board committee meetings and workshops, including agenda setting, material development, implementing directives, and communication with the Board between meetings, in consultation with the Board Chair.

Oversee all Society contracts, workforce planning and implementation of performance management systems.

Participate in a minimum of three (3) external community committees or task forces representing the interests of the Society (such as The Village Initiative, District of Sooke Economic Development Committee, Shoreline Regional Business Services Cooperative, ASPECT, etc.).

Support economic development, social enterprise, non-profit and charitable initiatives of the Society by cultivating partnerships with local and regional organizations.

As Privacy Officer, ensure timely and appropriate responses to all Freedom of Information requests.

As the Chief Security Officer (CSO) for building tenants, support all tenant requests in consultation with the Assistant Security Officer/designated property management agency.

What We're Looking For:



Minimum of 5 years' senior management experience in the non-profit sector, preferably managing Federally and Provincially funded employment programs and services.

Minimum of 5 years' experience developing and negotiating contracts, memorandum of understandings, procurement opportunities and fee for service agreements.

Minimum of 3 years' finance experience creating budgets, financial forecasting/reporting, proposal writing, funding development, procurement and vendor management.

Minimum of 3 years' experience working at a senior level with key community stakeholders such as regional/local government, First Nations and business associations.

Confidence implementing a comprehensive and proactive change management system to meet the needs of the Society and regional employment services sector.

Demonstrated ability to reference and interpret complex legislation, regulations, polices and practices to determine appropriate course of actions through a risk mitigation and compliance lens.

Knowledge of HR practices and a demonstrated ability to hire, train and develop successful leaders, with a strong commitment to maintaining and modelling a safe, respectful and inclusive workplace.

Highly proficient in all MS Office programs, SharePoint, Pay Works and online business banking software.

Knowledge of funding platforms and CRM software such as Keela, Donor Connect and BC Bid a definite asset.

Previous experience managing large scale contracts with a regional focus, such as WorkBC and YESS, an asset.

Proven ability to build and maintain connections through networking and participation in community events.

Solid understanding of applicable employment legislation, including the BC Employment Standards Act, BC Human Rights Code, and Worker's Compensation Act, with a strong understanding of privacy principles (FOIPPA and PIPA).

Successful completion of the Society security screening requirements, which may include a criminal record check and vulnerable sector check.
