Job Summary
:
The Executive Director administers all aspects of the Community Health Centres of Northumberland, including: the appropriate allocation, management, and use of financial and human resources; protection of CHCN assets and collaborating with the Board Philanthropy Committee on developing fundraising policy and framework to facilitate fundraising activities; fostering a positive, safe and respectful environment for CHCN staff, volunteers, students, and clients; regular communication to the Board and staff; implementation and executing the current Strategic Plan objectives, including all KPI's, and organizational compliance with all funders' required accountability standards, applicable federal, provincial and municipal legislation, regulations and standards.
The Executive Director ensures that staff and Centre's activities are coordinated and aligned with the Centre's mission, strategy, purpose, values, priorities, and all health services are delivered to the community by interpreting and implementing board policies and procedures.
The Executive Director will demonstrate strong interpersonal and leadership skills, and a commitment to the principles of health equity in an inter-disciplinary model that prides itself on community-based service delivery, and participatory, collaborative, team decision-making.
Service Responsibilities:

Fiscal Accountability:
Overseeing Financial Management by:
Developing annual, multi-million dollar budget in conjunction with appropriate staff and ensuring that revisions are made as required,
Ensuring an adequate system of expenditure control, financial record keeping, financial and management audit, and reporting to funders,
Strategizing and negotiating with various levels of government and other sources of funding to obtain sufficient funds for current and new programs,
Ensuring accurate, timely financial reports are presented regularly to the Board of Directors as scheduled,
Identification of current funding restrictions and mandates,
Collaborating with the Board Philanthropy Committee in developing fundraising policies framework and implementation plan.
Research and actively apply for Grants and Donations to the CHCN for use in delivering sustained community services.
Identification of financial innovation opportunities.

Team & Talent Management:
Effective People Management to build a strong team that reflects desired CHCN values, culture and teamwork.
Ensuring adequate levels of staff through sound recruitment, supervision and staff development procedures to meet the organizational needs..
Managing change in a constructive, positive fashion.
Incorporates and builds collaborative and interdisciplinary teamwork.
Ensure all HR related initiatives are implemented effectively (i.e.. Performance Planning, Management and Performance Improvement, succession planning, recruitment). When necessary, engage in performance improvement discussions with team members and apply corrective measures as required for the position requirements, the CHCN's employment guidelines and in keeping with all provincial and federal legislation governing the responsibilities of both employer and employees in the workplace. i.e.. Workplace health and safety, human rights and labour relations.
Provide leadership, coaching and support to develop, and hold accountable, high performing teams.
Coordinating and integrating the efforts of the Board, senior management, staff, and volunteers.

Care for Clients and Customers
Articulating and promoting CHCN services and programs to the community in collaboration with the Board Philanthropy and Communications Committee.
Ensuring all partners support an equity approach to service delivery to meet the needs of all members of our community.
Delivering top quality inter-disciplinary primary health care through first rate clinical care, health promotion/client education programs and outreach and community partnerships
Increase client and family involvement in the design of new programs and services through the Community, Client, and Family Advisory Roundtable (CCFAR) as well as through other participatory avenues that seek community feedback.
Increase evidence-based strategies to support client involvement in their own health & well-being.
Develop outcome KPI metrics, measure quarterly and report on progress quarterly.
4.
Operational Excellence (Policy & Procedures)
Ensuring that the general principles and objectives of the Centre are demonstrated in the day-to-day operation of the programs and management
Ensuring an optimal level and quality of service delivery by implementing and operationalizing the CHCN Strategic Plan for the focus priorities; this includes quarterly reporting to the Board on qualitative progress, and KPIs for the entire CHCN organization, maintaining the reporting dashboard and recommending changes as circumstances change over the life of the Strategic Plan.

Committed to safety; works in a manner that demonstrates responsibility for following the Centre's safe work practices and works in compliance with the Occupational Health and Safety Act. Takes responsibility for and is expected to report unsafe/at risk conditions, as well as be accountable for their correction.
Ensures the development and implementation of the continuous quality improvement plan by identifying, implementing, and evaluating policies and practices.

Community Engagement/Communication/ New Business
Ensuring the development of new programs, and evaluation of existing programs, to align with community needs. Liaise with community representatives and service agencies, participating in committees, task forces and Board of Directors of community and network organizations.
Collaborate with the Board Philanthropy and Communications Committee to ensure the development and implementation of the communications/public relations strategy (including client advocacy).

Participate in sector relations, advocacy, and resource development in support of the goals of the Alliance for Healthier Communities
Actively participate in the development and growth of the system of health care services for Northumberland County through productive partnerships with hospital, community, and municipal partners including the Ontario Health Team of Northumberland (OHTN)
Coordinating with participating agencies on matters relating to staffing, deployment of resources and programming to maintain effective and productive liaison.
Developing and maintaining relationships in local, regional, and provincial groups and committees of relevance to CHCN objectives.
Promoting CHCN objectives with regional provincial, and federal elected representatives.
Acting, in co-operation with the Board of Directors, as the Centre's representative as the primary contact for media.
6.
Compliance (industry standards)
Administration of the Community Health Centres of Northumberland by ensuring organizational compliance with all applicable federal, provincial, and municipal legislation, regulations, standards, policies and accountability agreements.
Ensuring the confidentiality of all health and personnel information by monitoring the development, maintenance and auditing of a comprehensive system of records for the Community Health Centre.
Ensuring all aspects of quality & risk management and accreditation, with a registered accreditation body, are maintained.
7.
Innovation
Leads and develops a robust culture of innovation and technology to establish and implement effective administrative policies, systems, and procedures, including, but not limited to, flexible, current, user-friendly and secure IT systems.
Ensures appropriate cyber security and firewall policies and procedures are in place, including state of the art software applications, liability insurance and ongoing staff education.
Adopts leading edge health care technologies.
Ensures quality improvements and innovation for client safety. Specifically: Ensuring organizational compliance with all applicable federal, provincial, and municipal legislation, regulations, standards and policies.
Identifies opportunities for business growth and design processes/systems that removes barriers preventing people from contributing to their best health and social wellbeing and achieving the Centre's goals.
8.
Coordinating and integrating the efforts of the Board, senior management, staff, and volunteers:
? The Executive Director is a non-voting member of the Board of Directors.
Ensuring that regular staff, team, management, Board and committee meetings are held. Ensuring the integration of services and foster co-operation and collaboration between the various programs to actively promote a unified Centre identity.
Maintaining efficient and effective communications by promoting co-operation and collaboration among staff, Board and outside agencies that affect the work of the Centre.
Facilitating the effective utilization of staff and Board resources.
Ensuring adequate training, orientation, and support of staff, Board members and volunteers.
Developing and monitoring work plans of direct reports to ensure alignment with overall strategic plan initiatives.
Coach and mentor staff to enhance leadership skills and promote full scope of practice.
Facilitating the work of the Board of Directors and Committees by:
briefing the Board on the Centre's activities and operations,
assisting the Board and Committees in the development and implementation of policies,
implementing the decisions and directions of the Board,
advising the Board on organizational requirements to protect it from errors and omissions in carrying out its governance responsibilities.
Professional Development:
Maintain and develop professional competence through relevant and timely, continuing education opportunities: (i.e. peer interaction, literature reviews, conferences, courses, education leave, etc.)
Stays current and aware of opportunities to implement new, evidenced-based methods of client assessment and treatment.
Position Qualifications:
University Degree in healthcare, health administration, or equivalent experience
Minimum 8-10 years senior management experience in healthcare or a related field; direct leadership experience in CHCN organizations would be beneficial.
Proven ability to create and implement strategic plans, operating plans and manage seven-figure budgets.
Demonstrated commitment to, and knowledge of, community participation, community-based health care, health issues, social determinants of health and health promotion.
Demonstrated proficiency in fundraising development and execution.
Demonstrated ability to establish and maintain productive relationships with multiple community organizations that will be a part of the Ontario Health Team, the Board of Directors, and government agencies.
Demonstrated ability to work effectively in a multi-disciplinary team environment.
Demonstrated ability to work collaboratively with both Board and staff.
Thorough knowledge and proficiency in program development, implementation, monitoring and evaluation.
Demonstrated success in budget negotiation and management, program administration and financial development.
Demonstrated ability to solve complex and unique problems, often needing to create new solutions, with ultimate responsibility to resolve problems and develop new policies.
Demonstrated sound knowledge and application of human resource management and accounting policies and principles.
Excellent oral and written communication skills.
Demonstrated leadership and interpersonal skills with a philosophy of inclusion and staff participation.
Demonstrated proficiency and experience working in a computerized environment.
