The Executive Director, Enterprise Clinical Information Systems, is responsible for supporting the delivery of the mission, vision and values of clinical groups within the Provincial Health Services Authority, Providence Healthcare and the Vancouver Coastal Health, through the development, implementation and evaluation of clinical applications solutions. Reporting to the Regional Chief Digital Solutions, this leader will provide strategic direction to the Regional Digital Solutions program by setting program policy direction, standards and operational requirements. The Executive Director will work with colleagues and their team to integrate clinical solutions that span across current geographic boundaries, and provide advisory services to the delivery of solutions. To ensure that needs are met, the Executive Director will collaborate with senior program staff and senior clinical leaders on opportunities to improve and sustain service and quality.

What you\xe2\x80\x99ll do

  • Provides direction and guidance to portfolio Directors to drive the transformation, integration and innovation of organizational clinical solutions including all acute, ambulatory, ancillary, primary care, community, residential care and specialty systems across Vancouver Coastal Health, Providence Healthcare and the Provincial Health Services Authority agencies and sites.
  • Provides leadership and direction to develop Clinical informatics capability within the agencies, services, and organizational sites.
  • Provides leadership and direction to support clinician adoption of implemented solutions.
  • Supports the delivery of integrated and consolidated clinical solutions.
  • Provides leadership to deliver clinical solutions that enable thought leadership and innovation, enable health outcomes, deliver operational excellence, foster knowledge and collaboration and build a world class team.
What you bring

Qualifications
  • A level of education, training, and experience equivalent to a Master\xe2\x80\x99s degree in Computing Science or related discipline and thirteen (13) years of experience in a complex clinical applications environment including a minimum of three years leadership experience in managing multiple large, cross-functional teams and/or projects or an equivalent combination of education, training and experience.
  • Demonstrated track record of effective leadership of government organizations or other public sector organizations. Demonstrated ability to lead province-wide peers to achieve province-wide solutions to complex service delivery issues. Ability to negotiate and conclude inter-provincial service agreements. Ensures effective utilization of financial resources; able to lead in times of fiscal restraint. Ability to manage expectations and establish boundaries. Responds to challenges with innovative solutions. Demonstrates a willingness to question the status quo. Establishes credibility and is seen as a team player. Action oriented, able to anticipate the short and long term consequences of strategies. Ability to manage a number of crises simultaneously. Understands the inner workings of government, the Ministries of Health, the health authorities and related organizations in terms of structure, process and key players. Ability to grasp the conceptual vision of the organization and work towards integrating strategic plans into that vision. Ability to work effectively with a broad range of situations, people and groups.
Skills & Knowledge
  • Understanding of various reports including Truth & Reconciliation Commission\xe2\x80\x99s 94 Calls to Action (2015), In Plain Sight Report (2020), BC\'s Declaration on the Rights of Indigenous Peoples Act (2019), In Plain Sight, Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls calls for justice, and how they intersect across the health care system.
  • Models and supports full team commitment to Indigenous Cultural Safety and anti-racism.
  • Demonstrates humility and heart-led leadership.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC\'s Declaration on the Rights of Indigenous Peoples Act (2019).
  • As a strong asset for consideration, we are looking for our successful candidate to have: Knowledge of social, economic, political and historical realities impacting indigenous communities and familiarity with Indigenous Cultural Safety and anti-racism and accompanying reports (BC DRIPA, TRC, etc.).

Job Type: Regular, Full-time
Salary Range: $141,267 - $211,902 /year. The starting salary for this position would be determined with consideration of the successful candidate\xe2\x80\x99s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
