Position Overview
Performs manual labour to effect various road and sidewalk maintenance activities, including asphalt and concrete repairs, sidewalk snow removal, sign installation and repair, culvert installation and repair, responsible for the safe operation, servicing and performing minor repairs to trucks (including ploughs and sanders), street flushers, street sweepers, asphalt rollers, hot boxes, and all other vehicles and machinery used by the Roads Division, ensuring the safety and security of assigned equipment.
Responsibilities

  • Operates trucks ( tonne and larger), or truck and trailer combinations exceeding 11,000 kg (maximum weight of towed unit not to exceed 4600 kg.), and other road maintenance equipment as assigned.
  • Performs various seasonal sidewalk snow removal, road maintenance and construction operations which includes operating equipment for snow removal, road ploughs, salters/sanders, asphalt rollers, hot boxes, compactors, saws, hand tools, etc.
  • Performs duties in accordance with the Highway Traffic Act, including preparation of pre-trip safety inspection, ensuring vehicle meets weight restrictions and ensures loads are properly secured.
  • Performs minor repairs to assigned vehicles and equipment as required. Ensures safety and security of assigned equipment and reports problems and damages to the Supervisor.
  • Responsible for ensuring equipment is safely operated and arranges and sets up traffic control devices in accordance with an approved Traffic Control Plan in accordance with the Ontario Manual, Book 7.
  • Inspects, repairs, and reports on safety of roads, bridges, structures, guardrails, culverts and medians, regulatory and non-regulatory signs, traffic signals, streetlight's, etc., as required.
  • Assists with training seasonal staff by providing instruction in the correct and safe use and/or maintenance of equipment and materials as assigned.
  • Responds to emergency situations, including ice and snow storms, and ensures availability for "on call" duty and overtime as needed.
  • Completes digital time sheets, open/ close electronic work orders related to equipment and supplies used, including logs related to hours of service.
Qualifications and Experience
  • Successful completion of a Secondary School Graduation Diploma or suitable equivalent.
  • Minimum of two (2) years' related road maintenance with one (1) year related truck driving experience.
Certifications/Licensures
  • Successful completion of either the T.J. Mahony Road Construction or Road Maintenance course.
  • Valid Propane Operator's Certificate.
  • Ability to maintain valid First Aid/CPR Certificate in accordance with Departmental Policy.
  • Ability to obtain and maintain certificate in Ontario Traffic Manual, Book 7.
Knowledge/Skill/Ability
  • Maintain a valid Class "DZ" license as issued by the Province of Ontario, and willingness to obtain a valid Class "AZ" driver's license at the Department's request.
  • Deemed to be a "competent person" through the knowledge of all applicable Provincial and Municipal Regulations and standards, including, but not limited to, the Provincial Minimum Maintenance Standards, M.T.O. Commercial Vehicle Operator Regulations, Construction and Industrial Health & Safety Regulations and Health & Safety Act, Ontario Traffic Manual, and Traffic Control Manual Book 7.
  • Good working knowledge of the Fisheries Act and Environmental Protection Act, and other relevant environmental legislation required when working on watercourses and ditches.
  • Good written and oral communication skills, ability to work effectively and courteously with staff and the public, with minimal supervision.
  • Ability to work outside normal business hours, as required and in accordance with the Collective Agreement.
  • Knowledge of and demonstrated ability in the City's core as well as relevant departmental functional competencies.
