Scope
The City of Surrey is seeking an experienced leader to serve as the Manager of the Environment Section as part of the Engineering Department. The Environment Manager is an exempt position and a key member of the Surrey and Engineering team, providing key direction in the development of environmental bylaws, development and management of environmental programs, and stewardship of long-term environmental initiatives. The City of Surrey currently services a community of more than 600,000 and is projected to surpass 1,000,000 people by the 2040s. In addressing this growth, the Environment Manager shall have the depth and breadth of experience to strategically meet the needs for Surrey residents, and work in partnership with senior government and environmental agencies, neighbouring jurisdictions, and community groups to ensure sustainable service delivery for environmental services.
The Surrey Environment Section works within the Engineering department to support and steward core environmental assets that serve to manage natural water resources in Surrey. As the largest municipality in Metro Vancouver, Surrey has more than 30 major urban and semi-urban watersheds that lead to the Boundary Bay, Fraser River, Serpentine River, Nikomekl River, and the Little Campbell River. The Environment Section plays a key role in watershed management and planning. This includes the management of the streams and stormwater drainage networks that support Surrey, including implementing extensive monitoring programs, habitat enhancement programs, regulatory programs, and ongoing asset management for sustainable service delivery.
This is an excellent opportunity to lead an innovative team, tasked with undertaking large planning activities, addressing the demands of population growth and city infrastructure, and directing numerous environmental programs. This role will set group objectives and targets in support of larger departmental and City objectives.
The ideal candidate for this role would be a professional with expertise in a municipal or government setting and expertise in the management of environment programs. The candidate should have experience managing or supervising staff and an ability to work collaboratively with a broad range of municipal departmental teams and external stakeholders. Strong leadership, effective communication, mentoring and relationship-building skills are critical, along with a commitment to fostering a culture of collaboration, problem solving, innovation, and excellence within the team.
The targeted salary range for this position is $130,501.00 - $153,530.00 supplemented by a competitive benefits package.
Responsibilities
Set direction in the Environment Section to meet the needs of Surreys current and future population within a sustainable financial funding model.
Develop strategies for long-term environmental management and support for environmental ecosystems services.
Lead strategic planning for development of secondary land-use plans and balancing the requirements for growth and development with environmental objectives.
Provide inputs into Division and Departmental goals and objectives.
Apply your extensive environmental knowledge to meet and address environmental regulatory issues in Surrey and to maintain a collaborative working relationship with senior governments, developing working agreements to support Surrey services.
Lead and support a team of environmental technicians in the on-going management of natural water resources and aquatic species in Surrey.
Provide subject matter expertise for the City with respect to supporting internal and external capital infrastructure projects.
Work effectively with Planning, Land Development, Operations, Parks, and other teams to plan, evaluate issues and develop solutions.
Lead Asset Management activities associated with streams, culverts, drainage infrastructure and other related assets.
Review and develop policy related to the protection of the environment and City infrastructure.
Represent Surrey on regional or other committees or collaborative groups, providing collaboration and leadership with other municipalities and governmental and non-governmental organizations.
Work collaboratively with City Departments to develop emergency management policies, coordination, and mitigation strategies.
Support and respond to public inquiries and concerns.
Qualifications
Bachelor's Degree in Science or a related field with a focus on aquatic environmental issues.
7 or more years of demonstrated progressive, related experience in management of environmental programs or projects, including experience in leadership in a local government or other environment.
A valid and unrestricted drivers' license.
Registered Professional Biologists (R.P.Bio) designation or ability to register with BC College of Applied Biologists.
An equivalent combination of training and experience may be considered.
