Job Description


OverviewThis position reports to the Program Manager - Subdivision and Servicing and is a key contributor to the City\xe2\x80\x99s Development Applications Division. This position is responsible for reviewing and assessing the Development Cost Charges and site servicing costs for new commercial, industrial, institutional, and multi-family building permits.Examples of key responsibilities include, but are not limited to:

  • Process subdivision applications and coordinate issuance of Preliminary Letter of Approvals with City\'s Approving Officer.
  • Assess Servicing Connection Costs, City Development Cost Charges, Engineering Improvement Contributions, School Site Acquisition Charges and other applicable fees/charges.
  • Work with other City Departments to coordinate offsite improvement requirements, land dedication and right-of-way requirements for new developments and subdivisions to ensure developments meet current City standards and policies.
  • Coordinate servicing agreements for developments requiring off-site improvements, circulate design drawings to related City departments for comments, track status of application.
  • Determine City tie-in and service connection costs; compose and issue appropriate letters to the developer and coordinate work orders for City crews.
  • Work with Planning staff to coordinate legal documents preparation associated with development applications.
  • Provide landscape inspection for all development permits upon completion of construction and landscaping.
  • Provide advice and guidance to internal and external customers on development policies, procedures and requirements for development applications.
  • Schedule pre-design meetings with engineering consultants/developers to determine servicing requirements.
  • Handle general and specific development inquiries for various agencies including the general public, prospective developers, real estate agents and consultants.
Knowledge, Skills & Abilities:
  • Knowledge of engineering servicing design, landscape design and construction.
  • Knowledge of survey drawings, symbols and related terminology.
  • Knowledge of City bylaws and policies.
  • Ability to determine and calculate various fees/charges such as serving costs, Engineering Improvement Contributions, school site acquisition, development cost charges and service connections installed by the City.
  • Ability to work with other City departments, external agencies, the development community and the public in carrying out the functions of the Department.
  • Ability to liaise effectively with internal and external customers.
  • Ability to solve customer inquiries and provide excellent customer service.
  • Ability to read and understand engineering, architectural and landscape drawings.
  • Ability to interpret and communicate Engineering Standards and practices.
  • Ability to use REDMS or a similar record management system.
  • Considerable judgement in required to analyze development proposals for serviceability.
  • Proficient skill level in Microsoft Outlook, Word, Excel & Teams and Adobe. Experience with AMANDA, ePlan a definite asset.
  • Ability to successfully clear a Police Information Check.
Qualifications and Experience:
  • Completion of a minimum of 2 year post-secondary diploma program in a related technical field with courses in Municipal Drafting and Design. Courses in Landscape Design and Inspection preferred.
  • A minimum of 2-5 years of formal, technical, and increasingly complex work experience in Municipal Drafting and/or Design within the development industry, or an equivalent combination of education and experience
  • Work experience in a Municipal setting is considered an asset.
  • Certified Engineering Technician (C.E.T.) designation is a definite asset.
  • Completion of the residential landscape technician diploma program is a definite asset.
  • A valid Class 5 Driver\'s Licence for the Province of British Columbia with a safe driving history is required.
  • An equivalent combination of training and experience may be considered.
Working Conditions:Work is mainly performed in an office environment with some travel within the City of Richmond.
