Duties

Reporting to a Group Leader in the Pipeline Integrity Team of the Field Operations Business Unit, the Engineer will provide support on the CER\xe2\x80\x99s adjudicative function and regulatory oversight with respect to the life cycle of regulated pipelines. The incumbent is expected to: review applications for the construction or modification of regulated pipelines and facilities; investigate incidents involving CER regulated pipelines and facilities; assess CER regulated companies for compliance with regulatory requirements; participate in the planning and implementation of compliance verification activities; maintain a current knowledge of relevant sections of the CSA standards, the CER\'s regulations and the CER Act; give presentations and write reports, briefing notes or papers following assessments, investigations, inspections or studies and perform other related duties as required. The Engineer will be required to obtain Inspection Officer (IO) designation, conduct field inspections, audits, or site visits on a regular basis, which may be in remote areas.

Education:
Graduation from a recognized university with a degree in engineering (mechanical, chemical, civil or other engineering specialty related to the position). Degree equivalency
Experience:
E1 Completion of a self-directed engineering project or thesis related to the energy industry, oil and gas pipelines or engineering experience in one or more of the following areas:
  • pipeline and/or facility design, construction, or operation
  • analysis of in-line inspection data
  • geotechnical work related to the pipeline industry
  • oil and gas exploration, production or processing

E2 Engineering experience related to large diameter transmission pipelines in the oil and gas industry.

AQ1 Certification or formal training in pipeline engineering

1. The CER has a classification system that differs from the greater public service. This NEB 07 position is similar to a EN-ENG-02 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER\xe2\x80\x99s Professional Institute of the Public Service of Canada Collective Agreement.

2.Salary: Effective 1 November 2021 NEB-07, $67,200 to $81,757 (subject to revision)

The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
  • a Calgary Allowance in the amount of 4.95% of base salary may be paid on a bi-weekly payroll basis for employees who reside within the daily commuting distance of Calgary (150 km)
  • annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout)

The Collective Agreement between the CER and PIPSC expired on 31 October 2022. Please note that all provisions \xe2\x80\x93 including the allowances remain in place until a new agreement is signed and implemented.
