Position Summary
The Emergency Preparedness Coordinator works directly with the Director Quality, Risk and Patient Experience to support the Emergency Management Program. The overall goal of the Emergency Management portfolio is to establish a proactive integrated approach to emergency preparedness, and to continually advance the organization's capacity to anticipate and respond to change and disruption.
This position develops and coordinates the organization's emergency plans and emergency codes, in collaboration with Emergency Management Program Committee. The incumbent will work across Brantford General Hospital and The Willett, and act as the key resource in coordinating and supporting the portfolio and other special corporate projects.
Primary Responsibilities
Key liaison and support for special projects and deliverables (such Emergency Operations Centre coordination) and initiatives that could include:
+ Developing project plans, implementation and tracking documentation
+ Developing organizational educational and training sessions related to projects
+ Organizing appropriate governance and follow-up through committee and working group meetings Conduct environmental scans and literature searches to support the implementation of portfolio quality initiatives and further best practices in Emergency Preparedness.
Coordinate the materials for the Emergency Management Program Committee (EMPC), including drafting agendas, presentations, draft documents for review and decision-making, and minutes, as required.
Within general guidance from the EMPC, participate in the development and roll out of the Emergency Framework and Emergency Code Policies, coordinating input and feedback from multiple information sources on policies and procedures for decision-making, implementation of policies and procedures, and ongoing review and maintenance of these documents.
Provide expertise to the development, roll-out and update of tools and reference documentation in support of Code policies (e.g. development of job action sheets).
Conduct monthly audits at all sites, including testing all equipment to ensure all aspects are fully functional, managing of inventory to assure site Command Centre is prepared for activation, and is accountable to ensure complex information resources (stacking plans, floor plans, key expertise lists and resources, and other reference resources) are reviewed and kept up to date.
Coordinate activities related to corporate emergency preparedness compliance requirements (e.g. up-to-date Fire Safety Plans).
Participate in emergency preparedness working groups (e.g. Code Councils) to provide expertise and support.
Carry-out ongoing scanning of media/community and other information sources, conduct analysis to identify potential hazards and threats, and develop key situational awareness communications for staff and leadership.
Key support to the hospital Incident Management Team in the Emergency Operations Centre at any site during Codes and Disaster situations (could require working flexible hours and evening and weekends)
+ Respond during emergency events or disaster activations to site Incident Command Centers as directed.
+ Play assigned role within the EOC during an emergency, e.g. Liaison Officer.
+ Work to address arising EOC logistics needs during a response, including liaison with IT support as well as emergency supply and equipment needs.
+ Develop or participate in the development of code debriefs, including coordinating input from multiple areas, development of detailed event timelines, and summary report-backs for an executive audience.
+ Responsible for the, analysis and entry of lessons and corrective actions from Code and Mock debriefs, analysis for trends in issues or suggested actions, and tracking and following up on outstanding corrective actions. Lead the design of table top exercises and emergency mocks (e.g. fire and evacuation drills), including liaising and gaining input from participating areas, scenario development, developing materials for participants, and debriefing activities and summaries.
Analyze data and prepare reports on staff and physician code training compliance and code debriefs.
Coordinate staff and physician education and communications on key emergency program updates.
Lead the development and update of the pandemic and business continuity plans.
Mandatory Qualifications:
Completion of a Bachelors Degree in a related field (e.g., healthcare/business administration, emergency management, public safety, healthcare professional).
A minimum of five (5) years of recent & related work experience, preferably within a hospital environment.
Certification in Emergency Management (asset).
Prior project implementation and coordination experience.
Ability to work well under pressure in a fast-paced and, at times, demanding and stressful environment.
Strong computer Skills (Word, Excel, Power Point, Visio, Access, Outlook).
Exceptional organizational skills.
Strong interpersonal skills, insight and ability to listen.
A high degree of enthusiasm, tact, diplomacy and confidentiality.
Must be able to work in a fast paced changing and demanding environment.
Ability to occasionally be flexible with working hours.
Demonstrated ability to work both as, a member of a multidisciplinary team and an independent professional.
