Information and Collection provides high-quality, substantive and timely information,
reference and documentation services to parliamentarians and their staff by building,
managing, preserving and optimizing access to the Library\'s information assets.
We are currently looking for candidates to staff the following position: Electronic
Services Librarian.
The Electronic Services Librarian provides expertise in the selection, licensing and
management of electronic information resources purchased for the Library of Parliament\'s
collection. The incumbent manages the provision of ongoing access to the Library\'s
electronic resources, reviews license agreements, analyses and collects usage data to
support collection development. The incumbent also maintains close working
relationships with vendors, publishers and partners and provides troubleshooting to our
clients; and works collaboratively with the team to implement collection development
strategies and operations. The position\'s highly sought expertise ensures a high-quality of
e-resources collection that meet and anticipate the parliamentary client needs.

Note: While this position is eligible for part-time telework, regular on-site presence is
required at Library of Parliament workplaces located in the National Capital
Region.

For the purposes of this selection process, the competencies listed in the attached
Competency Profile will be evaluated.
The following knowledge criteria will also be evaluated:

  • Knowledge of electronic library resource management, linking technologies,
authentication mechanisms, usage data standards
  • Knowledge of the processes and best practices in the acquisition and licensing of
electronic library resources
  • Knowledge of the principles and best practices for the support and troubleshooting of
technical issues with electronic resources
To be considered, candidates must have:
  • A master\'s degree in Information Sciences or Library Sciences from an accredited
university, or a combination of experience and education directly related to the
responsibilities of the position.
  • Experience working with licensing and acquisition of electronic resources
  • Experience with supporting users through technical problems and troubleshooting
  • Experience with the selection of electronic library resources
Asset(s):
  • Experience in working with multiples vendors and services providers
  • Experience using content management software and authentication solution
  • Experience with a multi-layered IT environment
  • Experience training users on electronic resources and databases
