As a Regulatory Engineer at the BCUC, you will undertake professional analysis and will employ engineering, regulatory and policy expertise to facilitate the decision-making process for relevant applications, submitted by regulated entities--the majority of which are BC public utilities. Throughout this process, you will uphold standards of procedural fairness for all stakeholders. In order to be successful in this role, you will be required to engage in creative and critical thinking, technical analysis, and strategic problem solving. When you review and assess applications, you will identify information gaps and/or substantiate data requirements, you will conduct research, and you will help ensure that the evidentiary record is complete and cohesive. You will work on multiple applications simultaneously, both complex and non-complex, and at times you will act as a Technical Lead. Responsibilities:

• Review and perform critical analyses, identify information gaps and/ or substantiating data requirements;
• Prepare information requests;
• Assess needs/ justification, results of alternative solution investigations, preferred solution and public interest;
• Compile all critical materials and provides assurance that the record is cohesive, there are no material omissions, materials are logical, all connecting factors and implications have been explored, the need is justified, and the rationale is clearly delineated;
• Source expert opinions as required;
• Draft and/or provide advice on Commissioners\xe2\x80\x99 reasons for decision as required;
• Establish draft and final regulatory timetables covering options, information requests, responses, issues lists, all correspondence;
• Draft orders, advising on time constraints related to delay requests, etc.;
• Compile records and prepare initial and cross examination questions for the Commission\xe2\x80\x99s legal representation to ensure the inclusiveness of all evidence; drafts Participant Assistance/ Cost Awards (PACA) orders;
• Draft and/ or validate technical details of final draft for commissioners; manage participant involvement in hearings and other proceedings;
• Monitor existing and proposed regulatory conditions and policies in other jurisdictions; perform critical analyses on the potential impacts of change; drafts report for submission to government;
• Establish and maintain currency with the CleanBC plan, provincial policies, Ministerial orders, relevant special directions, regulations and court decisions associated with BCUC mandate;
• Develop and maintain currency with existing and evolving North American utility practice, supported by consultant technical experts as required;
• Perform other related duties (e.g. investigates customer complaints involving technical issues or project construction issues).

Skills & Qualifications:

• Bachelor and/or Master\xe2\x80\x99s degree in engineering;
• Electrical engineering, renewable energy, and/or utility experience;
• Member in good standing as a Professional Engineer in BC or eligible for BC P.Eng. registration;
• 6-10 years post-graduation engineering experience;
• Experience working in progressively responsible roles providing engineering analysis/design and project management expertise;
• Experience in a utility/energy sector or related business environment;
• Knowledge of the principles for the regulation of energy utilities in area of expertise;
• Knowledge of fundamental engineering principles associated with natural gas and electricity transmission & generation;
• Experience preparing or analyzing applications for a regulatory body and experience working with Energy commodities and/or supply contracts would be an asset but are not a requirement;
• Excellent written and oral communication, presentation/ facilitation and inter-personal skills;
• Analytical, judgment, persuasion and consensus building abilities where there are competing interests;
• Ability to take initiative and work independently or in a matrix-team structure within a non-hierarchical organization;
• Ability to develop and maintain relationships with colleagues and stakeholders in a quasi-judicial/ regulatory environment;
• Ability to manage multiple priorities and projects and produce results;
• Ability to link long-range visions and concepts to daily work;
• Strong office software skills (Excel/Word/PowerPoint, Outlook);
• Supplemental Business, Commerce, legal or economics training would be an asset;
• Knowledge of North American natural gas and electricity commodity markets and of the principles and practices of regulatory hearings and procedural fairness would be advantageous.
