About Our Opportunity

EECD is committed to building a strong and stable early childhood educator workforce to support the transformation of early learning and childcare across Nova Scotia.

Under the direction of the Manager of Workforce Development, the Early Childhood Educator Recruitment Specialist is responsible for the management and tactical delivery of marketing and recruitment initiatives to support the growth and retention of a highly qualified and diverse early childhood educator workforce across the province. Working in collaboration with key internal and external partners and stakeholders, the ECE Recruitment Specialist plans, develops, promotes, implements, monitors, and evaluates new provincial, national, and international marketing and recruitment initiatives.

Primary Accountabilities

  • Gather and analyze information about workforce needs to provide recommendations, through reports and briefings to management, for the development, administration, management, and delivery of marketing and recruitment strategies to grow and retain a highly qualified and diverse early childhood educator workforce.
  • Plan, develop, promote, implement, monitor, and evaluate, new marketing and recruitment initiatives in collaboration with the workforce team and other internal, inter-governmental, and external partners. This may involve gathering job postings from employers, representing the department at high school, post-secondary, and international job fairs, collecting job
  • Applications and/or pre-screening/interviewing applicants and connecting potential employees to employers.
  • Advise job applicants on competencies and educational requirements to work as an early childhood educator in Nova Scotia.
  • Consult and work with key internal and external stakeholders to identify current and prospective recruitment needs and work with key stakeholders to provide recruitment and retention support to employers.
  • Support senior colleagues in the development of internal and external communications.
  • Advise and mediate complaints in accordance with departmental policies and government legislation. Conduct needs analysis and respond to complex concerns from key stakeholders.
  • As needed, monitor budgets and forecasts through timely and effective coordination and analysis of operating expenditures to produce financial reports.
  • May perform other related duties as assigned.
Qualifications and Experience

As the ideal candidate you will have an undergraduate degree in a field related to human resources development/management, talent acquisition, early childhood education, or another related field, plus three years of related experience.

In addition, you possess the following:
  • Proven experience in developing and maintaining effective and professional working relationship with post-secondary institutions, other sector stakeholders, and staff.
  • Superior communication skills, interpersonal, verbal, and written, including the ability to write effectively.
  • Strong collaboration and facilitation skills, including developing and maintaining professional working relationships with stakeholders and staff.
  • Effective time management skills in relation to managing multiple priorities in a fast-paced environment demonstrating sound judgement, attention to detail and initiative.
  • Ability to analyze procedural and/or program problems, develop, recommend, and implement solutions as needed.
  • Ability to work effectively independently and within a team environment and promote equity, diversity, and inclusion in the workplace.
Assets for this role include:
  • Fluency in the French language.
  • Knowledge of the early childhood education sector and qualifications and competencies required to work as an ECE in Nova Scotia.
We will assess the above qualifications and competencies using one or more of the following tools: written assignments, oral presentations, interview(s), and reference checks.

Pay Grade: PR 13

Salary Range: $2,543.38 - $3,091.70 Bi-Weekly
