Job PostingHalifax Regional Municipality is inviting applications for the permanent, full-time position of Division Chief, Workplace Culture in Halifax Regional Fire & Emergency. Applicants are encouraged to self-identify on their electronic application.Reporting to the Assistant Chief of Professional Development, Performance & Safety, the Division Chief is responsible for the continuous enhancement of HRFE's workplace culture including Diversity Equity and Inclusion (DEI) initiatives and both physical and psychological wellness programs. This position is a key leader in outreach and recruitment of not only career and volunteer firefighters but also other positions in HRFE.DUTIES AND RESPONSIBILITIES:

  • Recommend and implement updates to the HRFE 5-year Diversity & Inclusion Strategic Priorities and Action Plan to ensure alignment with the HRM D&I Framework, the HRFE Strategic Plan and HRM annual business planning.
  • Create and implement DEI, recruitment and wellness goals for HRFE's annual business plan.
  • Plan and implement outreach and recruitment activities with a goal to recruit firefighters who are reflective of the Halifax Regional Municipality.
  • Create, deploy and record completion of DEI related education as outlined in the strategic plan.
  • Chair the HRFE Outreach and Cultural Inclusion Advisory committee and present recommendations to senior leadership.
  • Work with HRM Corporate Communications and HRFE staff to create and implement ongoing DEI communications plans for internal and external audiences.
  • Advise workers, leaders and senior staff about emergent issues and workplace conflict incidents while applying applicable DEI lenses.
  • Track, evaluate and report on culture-enhancing initiatives, successes and challenges.
  • Represent HRM and HRFE to the public, media and external agencies on matters of DEI and workplace psychological wellness.
  • Manage the HRFE Firefighter & Family Assistance Program, including the preparation and control of budget, training for team members, annual business planning and supervision of the FFAP Coordinator and Peer Support Agents.
  • Track and report relevant statistics related to employee long term absences and recommend programs and activities to reduce the risk factors which lead to psychological stress or mental wellness issues.
  • Manage the Critical Incident Stress Management and Line of Duty Death programs.
  • Develop and sustain relationships with community partners.
  • May perform other related duties as assigned.
QUALIFICATIONS:
Education and Experience:
  • Diploma or Degree in Fire or Health Sciences, Emergency Management, Public Administration, Business Administration, or other related discipline;
  • A minimum of ten (10) years of experience in fire suppression and/or emergency
  • services, with at least five (5) in a leadership or supervisory capacity;
  • Demonstrated experience supporting workplace culture initiatives; and
  • Valid Class 5 Nova Scotia Driver's License (or equivalent from another province) with a clean and responsible driving record.
  • An equivalent combination of education and experience may be considered. Applicants relying on education and experience equivalencies must clearly demonstrate such equivalencies in their application.
  • Post-secondary or supplementary education in Adult Education, Human Resources, Social Justice or Diversity & Inclusion;
  • Conflict resolution, restorative or mediation training;
  • Experience with leadership coaching/conflict resolution support;
  • Experience with budget and resource allocation;
  • Experience with leading workshops and/or training sessions; and
  • Experience in managing and navigating organizational change.

  • Strong written and verbal communication skills and proficiency in facilitation;
  • Strong relationship building skills, including the ability to listen and empathize;
  • Proficiency conducting and analyzing culture assessments;
  • Knowledge of industry trends and innovations in corporate culture management;
  • Familiarity with Equity, Diversity & Inclusion best practices for the workplace;
  • Knowledge and experience in emergency service operations and administration;
  • Demonstrated understanding of the organizational dynamics of HRFE;
  • Demonstrated understanding of intersectionality and how it applies to HRFE;
  • Proficiency in Microsoft Office applications;
  • Familiarity with employee assistance programs;
  • Knowledge of conflict resolution techniques; and
  • Familiarity with eLearning/LMS platforms.
