General Accountability



Administers, implements, monitors and maintains the disability management programs. This involves case management, facilitation of return to work, short term disability (STD) benefit administration, and liaising with third party providers, employees, union representatives and work location management. The role provides guidance on occupational and non-occupational injury or illness policies and programs.

Key Job Functions


  • Perform medical and case management activities in compliance with Occupational Health and Safety legislation, WSIB legislation and related TTC programs and policies.
  • Manage complex disability, return to work, and/or accommodation cases
  • Obtain and review objective medical information to support claim adjudication process
  • Review and confirm return to work clearances including medication review to ensure compliance with company policy on medication usage in the context of job safety and junction
  • Address return to work barriers, coordinate services to assist with the employee rehabilitation and develop, implement and monitor return to work plans.
  • Preparation of case management action plans, permanent medical restriction (PMR) approvals, medical consultant reviews, and complex case file reviews
  • Work with various stakeholders to schedule, plan, implement, and track progress of return to work plan.
  • Review and audit benefits data to ensure billing correct, determine trends in benefit plan administration, and report on related data.
  • Establish and maintain working relationships with various stakeholders in order to cooperate on matters of mutual concern.
  • Proactive monitoring and management of cases and return to work plans including and addressing issues in a timely manner
  • Prepare for and facilitate assessments as covered under the Collective Bargaining Agreement or other policies as required.
  • Provide assistance and support in the development and implementation of projects, initiatives including but not limited to sharing resources, knowledge, or expertise with others.
  • Keep accurate records, systems, processes, reports, and other documentation stored and updated in accordance with relevant policies or standards.
  • Demonstrate behaviours that support diversity, inclusion, and a respectful work and service environment that is free from discrimination and harassment. Help to remove barriers and accommodate employees and customers (within their area of responsibility) in accordance with TTC\xe2\x80\x99s commitments and obligations under the Ontario Human Rights Code (OHRC) and Related Orders, the Accessibility for Ontarians with Disabilities Act (AODA), and TTC\xe2\x80\x99s policies.
  • Participate in the TTC Customer Service Ambassador Program.

Education and Experience


  • Completion of a post-secondary college diploma or university degree in a related discipline (Human Resources, Health Care, Rehabilitation) or a combination of education, training and experience deemed to be equivalent.
  • Several years of related work experience in disability/absence management and/or rehabilitation, return to work planning, attendance support and WSIB case management.
  • Certification as a Certified Disability Management Professional (CDMP) or a Certified Return to Work Coordinator (CRTWC) through the National Institute of Disability Management, or equivalent is an asset.


Additional Requirements


  • Sound knowledge of disability management practices and policies.
  • Thorough working knowledge and understanding of relevant standards and acts including Occupational Health and Safety Act, Workplace Safety and Insurance Act, Employment Standards Act, Human Rights Code and related legislation; and knowledge and understanding of privacy and confidentiality provisions with respect to personal health information and other personnel matters.
  • Working knowledge of Return to Work Programs and Duty to Accommodate requirements.
  • Demonstrated ability to prioritize work, multi-task and manage internal/external relationships effectively.
  • Sound judgement and excellent communications skills as wells and conflict resolution skills.
  • Excellent organizational, interpersonal, problem solving and decision making skills.
