Reporting to the Deputy City Manager, Corporate Services, as a Director Strategic Policy and Planning, you will drive change and promote continuous improvement in performance measures and benchmarking throughout the City of Toronto.


In this strategic role you will deliver high priority, high-impact business transformation initiatives and policies to substantially improve the efficiency and effectiveness of Corporate Services and the entire organization. Key mandates behind this role are to create, design and implement key transformational initiatives, projects and policies, which align with corporate and divisional strategic directions.


Major Responsibilities :

  • Provides strategic support to, and represents the DCM on major corporate priorities, city initiatives, corporate-wide strategic actions, and on executive level committees, ensuring seamless integration and coordination.
  • Leads, influences and supports, on behalf of the DCM, the applicable service area on key strategic initiatives by implementing and evaluating strategic and operational plans for the organization to respond to corporate initiatives and service improvements. Provides updates and reports on project status, issues and key deliverables.
  • Leads, influences and supports high level strategic projects, cross-functional, or multi-divisional teams in driving strategic efforts, and for the development and implementation of strategies to achieve the corporate vision and for assembling and managing tools and resources necessary to support transformation and complex program delivery.
  • Provides strategic support to the DCM to ensure coordination of activities, priority setting and performance management.
  • Develops strategies and plans to implement city-wide operational policies in support of strategic business transformation objectives including managing confidential information related to staffing, job roles and budgetary changes.
  • Provides leadership to ensure effective delivery of priority programs and resolution of complex, high impact issues within the scope of influence, including comprehensive collaboration and coordination across wide range of internal and external stakeholders.
  • Ensures DCM initiatives are driven with clearly defined strategy, performance management accountability, recommendations for areas of improvement, appropriate financial oversight and informed through data analytics.
  • Provides guidance and formulates recommendations to the DCM to ensure processes, systems and structures are appropriately deployed to foster effective delivery of projects and transformation oversight.
  • Contributes to the development and implementation of functional policies/programs that facilitate major changes in overall business performance based on long-term needs.
  • Contributes to the continuous improvement of organizational performance through analysis and the development and implementation of sound management practices and procedures, provides program management staff with direction and guidance, processes and tools to increase efficiencies and improve effectiveness of services.
  • Directs, through subordinate management staff, all activities of the section, delegating management responsibility.
  • Leads and motivates a diverse workforce, ensures effective teamwork, provides resolution to controversial labour relations issues, ensures high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Develops, recommends and administers the annual budget for the section, and ensures that the Deputy City Manager\'s Office expenditures are controlled and maintained within approved budget limitations.
  • Provides strategic support to the DCM to facilitate oversight and appropriate governance mechanisms, including considerations related to enterprise risk management, operational risk assessments, compliance, and audits.
  • Provides leadership and direction in facilitating program reviews across the organization with various stakeholders to understand unique business requirements and to deliver coordinated, citywide change, contributing to the effective use of human/fiscal/IT assets and services that will lead to service efficiencies and optimization of resources.
  • Structures the approach to new strategic issues and drives alignment among senior leaders.
  • Synthesizes complex strategic issues into clear action plans and ensures execution for success.
  • Provides leadership, consultation and recommendations in enterprise transformation and city/community proposals, including addressing critical issues and risks with senior leaders to ensure cost effective, and outcome focused sustainable delivery.
  • Links City Council and corporate priorities with various business transformation projects, complex program and issues management, initiatives and benefits.
  • Realigns corporate and divisional decisions with focus on performance measurement in order to ensure that the broader organization\xe2\x80\x99s strategic goals and implementation plans are accomplished.
  • Possesses solid knowledge and understanding of municipal government operations and intergovernmental relations, to skillfully navigate political structures and systems, and plan, develop and implement complex administrative and operational systems.
  • Designs and communicates key strategic initiatives clearly and effectively, providing expert advice and guidance to the Deputy City Manager, Committees of Council, executive management and diverse audiences to drive results, define business outcomes and ensure that the strategy is flawlessly executed.
  • Directs the development and implementation of cross-divisional change management strategies including training, communications and staff engagement initiatives.
  • Shapes and supports the service area representation in the City-wide long-range planning and annual strategic planning processes.
  • Develops policies and procedures for transformation portfolio management to enable a transparent overview of transformation projects.
  • Directs fiscal and human resources effectively, evaluates complex situations, implements sound management practices and internal controls, and ensures consistent and fair application of management policies and standards.
  • Fosters collaboration and builds highly effective, constructive and consultative relationships between the Deputy City Manager\'s Office, the Mayor\xe2\x80\x99s Office, Council, senior and corporate leadership teams.
  • Develops and maintains relationships with external stakeholders including other levels of government and municipalities, agencies, industries and businesses to build resources, collaborate on business improvement, coordinate delivery of complex programs and initiatives, drive resolution of high impact issues, and influence change.
  • Fosters the development of an organizational culture that focuses on delivering exceptional customer service, embraces diversity and promotes inclusiveness and equality at every opportunity.



Key Qualifications, Knowledge, Skills & Experience :
  • Post-secondary education in public administration, business administration, or other relevant discipline, or the equivalent combination of education and experience.
  • Director level experience in the key functional areas of public sector strategy and consulting, business transformation, strategic planning, operations and/or customer service.
  • Extensive leadership experience with strong relationship building skills and the ability to influence and obtain buy-in and support.
  • Considerable experience managing a team of professionals, coaching for performance, fostering engagement and continuous learning.
  • Extensive experience managing large scale initiatives or strategic projects, managing change and ensuring deliverables are achieved.
  • Advanced analytical, problem solving and conflict resolution skills combined with an enhanced ability to execute and deliver results utilizing initiative and innovation.
  • Highly developed interpersonal and communication skills, with the ability to communicate at all levels of the organization.
  • Ability to provide strategic direction on issues management, communications co-ordination and relationship management, including highly confidential matters.
  • Ability to lead the development, implementation, monitoring and evaluation of program performance.
