Job Description


This is a 12-month contract opportunity. Reporting to the Director, Business Development and Partnerships, the Associate Director, Planning & Policy will lead and manage the team \xe2\x80\x93 comprised of transportation and land-use planning, pricing and yield management, data analytics, and partnerships with City and community stakeholders \xe2\x80\x93 so that TPA can best optimize the supply of parking and mobility services while profitably maximizing revenues. This role will be accountable for the development of robust business case analysis to drive decision making on capital investments and partnership opportunities. They will be responsible for leading all TPA land-use and transportation planning as well as pricing and revenue management by connecting the dots between operations, insights, and pricing to grow margins and profitability. In addition, this role will also be responsible for working together with City partners to advance strategic land-use and wider transportation and sustainability objectives.

MAJOR RESPONSIBILITIES:

  • Participate in the creation of strategic plans and annual operating plans of the TPA including development of pricing strategies / rate reviews and parking supply optimization roadmaps.
  • Lead and accelerate plans to grow business and network planning, revenue management and policy oversight.
  • Develop and manage parking business policies and plans for both on-street and off-street programs, recommending parking rate structures and usage policies to optimize service and maximize returns.
  • Oversee processes for obtaining required planning approvals, permits or other approvals related to TPA development or construction projects.
  • Oversee monitoring and progress reporting on all properties under sale, development, or jurisdictional transfer; includes the preparation and reviews of agreements of purchase and sale, reciprocal operating agreements, shared facility memorandums of understanding, and property leases/licenses.
  • Support the development and implementation of enterprise Business Intelligence tools to improve data-driven decision making. Leverage enhanced capabilities in analytics to address strategic and operational business opportunities, including pricing models and product distribution management.
  • Represent TPA\xe2\x80\x99s interests on multi-disciplinary work groups and land use/transportation studies; this includes the identification and review of new mobility opportunities involving TPA assets and other City initiatives to advance strategic land-use and wider transportation and sustainability objectives.
  • Leverage design thinking methodology and prototyping to support operational and technological innovation in parking, mobility, and related verticals.
  • Lead the continuous improvement of the business intelligence platform, including the identification of KPIs and custom reporting dashboards to support decision making.
  • Play a key leadership role in identifying and reporting global best practices to drive policy updates, innovation and real time outcomes.
  • Establish, develop and manage strategic partnerships with municipal and other public sector partners and influence the outcome of third-party planning, construction and public realm initiatives.
  • Lead the analysis and preparation of transactions and proformas to support real estate transactions that meet TPA business requirements.
  • Develop operational procedures, TPA policies, standards, level of service and rules and regulations as the business planning subject matter expert.
  • Recommend changes to business models in response to best practices, operational efficiencies, customer feedback, mode shift/cannibalization or impacts from new disruptors.
  • Develop Revenue, Opex and Capex Budgets. Manage revenue/spend to Budget.

  • Other duties as assigned.
QUALIFICATIONS, EDUCATION AND EXPERIENCE:
  • University degree in a related discipline, including Business Administration, Commerce, Planning or Environmental Studies, Geography, or equivalent field (preferred). Equivalent experience also welcomed.
  • Experience in developing and executing business strategies and plans, particularly those that required integration with customer experience strategies, and coordination, collaboration and project management across the organization with multiple stakeholders, with experience leading, motivating and/or managing a team.
  • Experience working with Business Intelligence (BI) tools (e.g. Power BI, Tableau) preferred but not required.
  • Public sector and transportation planning experience preferred but not required.
  • Sound knowledge of procurement processes and contract management.
  • Demonstrated effective management of P&Ls, targets, budgets combined with strong organizational skills, attention to detail, and ability to plan and prioritize.

  • Excellent communication, presentation, collaboration and influencing skills across internal and external stakeholder relationships.

  • Ability to evaluate business trends and competitive landscape and modify business strategies accordingly.
  • Acknowledged as having successfully collaborated across functional lines while driving forward a revenue management agenda.
  • Proven history of strong, relationship-based strategic engagements with partner and client organizations.
