Seniors Services and Long-Term Care Division of the City of Toronto is seeking a Director Seniors Services & Community Programs, who will be responsible for providing oversight, strategic direction, and leadership in the development, implementation, evaluation, and continuous improvement of seniors\' services and community programs. As a Director, you will play a key role in supporting seniors and improving accountability across housing, overseeing the delivery of the City\'s strategic priorities, including improved supportive housing and homemaking programs, an integrated service model, and equity initiatives. In this permanent full-time role, reporting to the General Manager Senior Services & Long-Term Care, you will perform the following

Major responsibilities:
  • Develop, design and implement functional policies and programs that make major changes in overall business performance based on long-term needs.
  • Contribute to the continuous improvement of divisional performance through analysis and the development and implementation of sound management practices and procedures, provide program management staff with direction and guidance, processes and tools to increase efficiencies and improve effectiveness of the services provided by this section.
  • Lead strategic integration and service planning of services for seniors and the Toronto Seniors Strategy.
  • Manage the SSLTC Community Programs portfolio, including Homemakers and Nurses Services and Supportive Housing.
  • Provide strategic oversight and evaluation of Toronto Community Housing (transitioning to Toronto Seniors Housing Corporation) delivery of the Integrated Service Model in the 83 seniors designated seniors buildings.
  • Direct all activities of the section, delegating management responsibility through subordinate management staff.
  • Lead and motivate a diverse workforce, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning, and encourage innovation in others.
  • Develop, recommend, and administer the annual budget for the section, ensuring that the section\'s expenditures are controlled and maintained within approved budget limitations.
  • Work collaboratively and in conjunction with the Corporate Employee Relations team when resolving employee relations issues.
  • Oversee the integration of seniors services and community program teams, assess staffing levels and contracted services to ensure adequate staffing levels and resource allocation to meet objectives. Oversee the development and implementation of training and staff development programs.
  • Provide strategic leadership in the execution of council directed action plans for seniors\' services and community programs and initiatives and address the needs of seniors from equity-deserving groups.
  • Provide leadership to, and establish partnerships with, clients, non-profit groups, Members of Council, the public, provincial and federal government officials, etc., to address and resolve conflicting demands and problems from various stakeholders and foster effective partnerships while balancing corporate interests.
  • Oversee the preparation, negotiation, and monitoring of contracts and service agreements for contracted services and services provided by community partners. Monitor service delivery to ensure appropriate program delivery and accountability and measure program effectiveness and success.
  • Lead negotiations for funding from the provincial/federal government.
  • Prepare multi-year funding plans for federal and provincial funding partners, track funding progress and provide ongoing reporting to government.
  • Provide leadership in the development, implementation, and evaluation of programs and services to ensure housing stability and address housing and homelessness issues affecting seniors.
  • Oversee the development and implementation of quality assurance and risk management policies, procedures, and guidelines for services and programs to mitigate financial and legal risk to the City. Ensure the Division\'s interests are protected through ongoing reviews of services and program delivery.
  • Develop and monitor key performance indicators (KPIs) to measure the effectiveness of integrated seniors\' services. Assess KPIs to determine if integrated services are meeting stated objectives and to address tenant priorities including access to services, safety and security, housing conditions, and eviction prevention.
  • Lead the Division\'s commitment to identifying barriers through the delivery of the Division\'s action plan and recommend innovative strategic programs, policies, and investments to address gaps.
  • Develop innovative approaches to create service efficiencies through the implementation of technology solutions, streamlined processes, and continuous improvement initiatives.
  • Oversee the assessment and reporting of the Division\'s action plan outcomes against targets/metrics, and recommend corrective measures to the Senior Leadership Team and Council, as needed.
  • Collaborate and engage with other divisions and multiple stakeholders on issues related to seniors.
  • Provide direction, leadership, and guidance on the execution of projects to ensure they are aligned with corporate objectives.
  • Direct the provision of the Division\'s community-based services, including homemakers and nurses services, supportive housing services, and adult day programs.
  • Provide expertise, advice, and respond to inquiries from senior leadership, divisions, senior officials and elected representatives from the City in regards to seniors\' services and community programs.
  • Prepare reports for Council and Committees.
  • Represent the division on various committees, task forces, associations.
Key Qualifications: * Post-secondary education in a relevant professional discipline, i.e. public administration, public policy, social services or an equivalent combination of education and/or relevant experience.
  • Extensive management experience in seniors-related issues, including community-based programming and policies in a Canadian context.
  • Extensive experience in strategic planning, program and policy development, finance analysis, and compliance reviews related to housing issues.
  • Extensive leadership experience in a politically sensitive, unionized public sector environment, with commitment to equity and inclusion.
  • Considerable experience initiating, leading and implementing changes related to administration and social programs.
  • Considerable experience in researching, assessing, planning, developing, implementing and monitoring broad scale, operational policies, programs, processes and management systems.
  • Highly developed people leadership skills to build and maintain effective relations and partnerships with all stakeholders, including members of community groups, Standing Committees, Council and senior staff.
  • Ability to manage and lead change from inception to implementation, with a track record of innovative and result-oriented leadership.
  • Strong communication skills at a senior management level.
  • Excellent analytical, strategic, interpersonal, problem-solving, negotiating, and conflict resolution skills.
  • Understanding of federal/provincial/City/provider relationships and challenges faced by not-for-profit providers in senior housing funding and administration.
  • Extensive knowledge of relevant legislation, regulations, codes, collective agreements and policies (the Fixing Long-Term Care Act, Regulation 79/10, Employment Standards Act, Human Rights Act, Occupational Health & Safety Act, WHIMIS, fire safety and building codes, etc).
  • Proficient in the use of various computer applications including Office Suite.
