The Director of Security Operations guides strategic security planning and will promote and champion an innovative security environment, lead culture change initiatives, initiate and drive business process reviews, evaluate and operational practices, and oversee investigative matters, thereby effectively articulating the responsibilities of National Security Operations. The individual in this position is expected to provide subject matter expertise on issues relating to security and life safety to both internal and external stakeholders, including but not limited to: threat and risk assessments, security and life safety business practices and models, financial accountability, performance standards and continual improvement, and with respect to security and life safety-related technologies.
This position may be based in either Vancouver, BC or Calgary, AB office.
What you will deliver:
Provide subject matter expertise on security and life safety operations and technologies and is the established authority on issues relating to security and life safety to both internal and external stakeholders, including but not limited to: threat and risk assessments, security and life safety business practices and models, business proposal and recommendations, financial accountability, performance standards and continual improvement, and with respect to security and life safety-related technologies
Review and approve final documents relating to the annual expenditures on security contracts before final sign-off by the respective Vice President Operations or Portfolio Managers
Ensure annual expenditures align with company security operating strategies, business models and technology standards and principles prior to review and approval of security technology business cases for final sign-off by the General Manager
Develop and implement broad policies and procedures relating to security operations, security guard behaviours and other matters critical to the safe and secure management of all properties community environments
Initiate and oversee a variety of individual investigative efforts relating to security operations, and specific efforts in concert with internal stakeholders such as Internal Audit and Human Resources pursuant to policies, to effectively mitigate risks that impact the integrity and reputation of the corporation
Project leadership and scope-approval authority of larger-scale security and life safety projects, with an emphasis on continuous improvement and maximization of value
Oversee the execution and evaluate the scope of work of security service contracts that amount to $5 million in annual costs to 60% of CF properties, to ensure property-level performance meets national standards, that security providers are operating consistently within corporate expectations around use of force and other security-related performance indicators
Develop measures and oversee the delivery of efficiency and effectiveness in the design, purchasing, and implementation of security technologies, by ensuring through final business case approval that all installations comply with national standards, deliver on strategic business objectives, and are both resilient and reliable
Prepare projections, within 10%, and costs to the properties relating to physical security and security technology for annual operational expenditures and 10-year capital plans
In consultation with the respective Vice President, Operations, recommend the annual performance objectives for all security and life safety managers
Oversee and execute the implementation of security strategy via regular and ongoing liaison with senior portfolio and property management to ensure a consistent level of service delivery and financial effectiveness
Develop and articulate best and emerging practices relating to security and life safety, and in alignment with corporate objectives
Conduct reviews of internal business processes in areas such as security operating practices e.g. use of force, emergency management, fire safety systems and procedures, health and safety and business continuity and make broadly applicable policy and procedural changes to close evident gaps, or where the incumbent leads opportunities for improvement in effectiveness or in terms of achieving longer range national objectives relating to security and life safety

Knowledge of threat and risk assessment methods
Sound knowledge of security technology systems, including CCTV and Access Control
Knowledge and understanding of applicable federal, provincial and municipal legislation, and significant court rulings pertaining to the area of security/life safety management
Business management of contracted security & life safety services
Background in collective bargaining agreements
Sound knowledge of industry-related techniques and emergent trends in security/life safety
Proficient in basic accounting including the development and administration of capital and operational budgeting across a portfolio
Good knowledge of MS Word, Excel, PowerPoint, and other computer-based business platforms

Excellent public speaking and presentation skills in group settings

What you need to succeed:
Must qualify for and achieve a Level II Government of Canada security clearance
Completion of a university degree in any discipline
A minimum of 10 years working in a commercial security/life safety environment, ideally in positions of increasing responsibility
A minimum of 5 years of security/life safety management experience, ideally at a property or properties of complex scope e.g. large, mixed-use facility
Professional security industry accreditation is acceptable e.g. CPP, ASP, PSP
Graduate-level or specialized studies in Security-/Emergency-/Risk-Based discipline or equivalent business discipline is a definite asset
Starting base salary for this job level may range from $122,823.00 to $160,000.00. The actual base salary offered will consider several factors including, but not limited to the role, experiences, skills & qualifications, location, market and internal considerations; with this context, CF reserves the right to pay above this range.
