The opportunity:
Reporting to the Vice-President (Research and International) (VPRI), the Director of Research Compliance is responsible for establishing and leading UM's research compliance program. The UM receives over $210 million in research grant and contract revenue from a wide variety of funding sources and programs, each with its own complex regulations, terms, and conditions. In addition, the UM must navigate its internal policies and procedures, while complying with provincial and federal regulations. This brings a high level of accountability to overseeing the UM's compliance with research grants and contracts. Non-compliance could result in financial penalties, the suspension or termination of funding, legal consequences, and reputational damage to the UM, affecting the ability to attract top researchers, students, and funding.
This new role emphasizes strategic oversight, policy development, and long-term planning. This role involves high-level decision-making and aligning compliance initiatives with the university's overall mission and goals. The Director will create and oversee the program that will educate the UM research community on regulatory adherence, and identify, assess, and establish protocols to mitigate risks associated with research activities around research grants, contracts, ethics, licensing, research security, and intellectual property.
The Director will have in-depth knowledge and understanding of university policies and procedures and of provincial, federal, and international funding organization regulations to ensure that staff and faculty are complying with the terms and conditions of grants and contracts related to research, licensing, IP, and partnerships throughout the life of the research project. Travel between both Fort Garry and Bannatyne campuses is required.
The qualifications and experience we're looking for:
• A PhD is required, with a preference for those having earned an undergraduate degree in Law.
• A minimum of 5 years of relevant experience in research administration or a legal environment, preferably at a university, or government agency required.
• Demonstrated experience in reviewing, reading, and interpreting policies and procedures, contracts, legislative acts, and regulations required.
• In-depth knowledge of federal, provincial, international, and local regulations related to grants and contracts as they pertain to research required.
• Experience drafting and/or amending policies and procedures required.
• Experience in a leadership role overseeing compliance programs required.
• An understanding of principles and working knowledge of inter-institutional agreements and contracts required.
• Familiarity with industry standards and best practices in compliance and risk management required.
• Experience with risk management and risk mitigation required.
• An understanding of research compliance as it pertains to clinical trials is preferred
• An acceptable equivalent combination of education and experience may be considered.
• Skilled in tracking progress, summarizing results, and communicating with management, clients, and other stakeholders required.
• High proficiency using Microsoft Office applications such as Word, Excel, and Teams, and other applications such as Zoom required.
• Exceptional verbal, written, and technological skills are required.
• A high degree of tact, confidentiality, and diplomacy is required.
• Exceptional professional and the ability to liaise with senior leaders required.
• Excellent organizational and project management abilities to handle multiple priorities simultaneously required.
• Ability to read, interpret, and analyze complex contracts and grants required.
• Ability to understand and apply administrative policies required.
• Ability to exercise independence in judgment required.
• Ability to develop and maintain key internal and external partnerships required.
• Ability to adapt to changing workloads and priorities and maintain focus in a busy work environment required.
• Ability to develop and deliver workshops and presentations to the university research community required.
• Satisfactory work record, including satisfactory attendance and punctuality, is required.
