About Us

Building and maintaining our provincial infrastructure is no small job.

At the Department of Public Works (DPW), we manage 23,000 kilometers of roads and highways and 4,100 bridges across Nova Scotia as well as 2,400 buildings. We also help other departments access federal infrastructure funding to support their infrastructure needs and provide advice to government on how to get the most benefit from capital spending budgets. This includes developing proposals for annual capital plans and providing ongoing program oversight.

We are currently seeking a Director, Provincial Capital Planning, to strategically develop and manage government\'s infrastructure planning processes.

About Our Opportunity

As the Director, Provincial Capital Planning, reporting to the Executive Director Partnerships and Funding Programs, you will provide policy leadership and strategic analysis to support informed decision-making regarding government\'s infrastructure priorities. This includes advising and assisting other departments in developing their infrastructure plans and requires creating and fostering strong working relationships across government.

Primary Accountabilities

Primary accountabilities in this role include:

  • Developing policies and processes for assessing infrastructure needs and for creating and maintaining infrastructure plans.
  • Providing strategic advice to departments to assist in the determination of current and future capital needs, and creation of annual and multi-year plans.
  • Creating strategic proposals for funding allocation frameworks for Executive Council consideration.
  • Working closely with DPW and other departments in developing confidential cabinet documents.
  • Monitoring of major capital projects.
  • Developing and maintaining collaborative relationships across government.
Qualifications and Experience

A university degree in a relevant discipline (i.e., Accounting, Finance, or Engineering) and an associated professional designation with several years of progressive leadership experience, with a minimum of 5 years in a professional/financial management role is required. An acceptable equivalent combination of education, training and experience may be considered.

As the ideal candidate, you have experience developing capital plans, evaluating business case submissions, preparing strategic proposals, and providing fiscal advice. You have a demonstrated history of effectively fostering trust and collaboration among colleagues and other stakeholders. Your communication and analytical skills are exceptional.

Working Conditions

Pay Grade: EC 14

Salary Range: $4,309.95 - $5,387.44 Bi-Weekly
