Position Summary

Reporting to the Chief Operating Officer (COO) of Homeward Trust Edmonton, the Director of Property Development is a member of the senior management team, contributing to executive-level decisions and strategies to implement the growth plans within HTE.
This is a multi-faceted role whereby the Director of Property Development will be strategic, yet hands-on, and will be a relationship builder and advocate for HTE. Responsible for coordinating and implementing all aspects of affordable housing project development, from feasibility through acquisition, design through construction, and closing. Projects will include new construction and acquisition/rehabilitation.

This position will lead and implement Homeward Trust\xe2\x80\x99s property development strategic goals and objectives, as well as interact with external stakeholders including but not limited to Indigenous organizations, legal and insurance firms, design consultants, contractors, government and other industry professionals. The Director will plan, organize, and manage all functions and activities assigned, including coordination with outside agencies, public officials, and the community.
This position will be responsible for leading a small team that in turn will have multiple direct reports. Team composition and size may be subject to change.
Key Accountabilities
Strategy, Planning & Project Delivery
  • Manage all phases of development for housing projects, including identifying new projects, developing feasibility analyzes, obtaining local approvals, developing and revising proformas, and managing the design, financing and construction phases.
  • Coordinate responses to Request for Proposals and Rapid Housing Initiative applications.
  • Coordinate pre-development and development activities including but not limited to; legal documents, financial planning including development and operating budgets with multiple sources, construction documents, ongoing management of project financials.
  • Conduct all physical, financial, and operational due diligence on properties during feasibility, acquisition, and development phases.
  • Monitor and track construction progress and costs to ensure timely project completion.
  • Oversee compliance with city, provincial, or federal agencies.
  • Oversee transition of completed projects to facility operations and maintenance teams.

Stakeholder Relations

  • Exemplify the values and principles of Homeward Trust in a director level capacity both internally and externally. Contribute to the overall objectives and goals of Homeward Trust across all departments, programs and initiatives.
  • Work collaboratively with various and diverse community stakeholders in implementation and advancement of the Plan and meeting the objectives of the annual Homeward Trust work plan.
  • Understanding of the HTE\xe2\x80\x99s present and future goals and the difference the organization can make in the community it serves.

Reporting
  • Prepare accurate and timely reports for the COO regarding strategy and planning. Meet reporting requirements under all orders of government across multiple ministries.
  • Prepare materials for Homeward Trust Board Meetings, as requested by the COO.
  • Preparing briefing notes & reports on a monthly, quarterly, and annual basis (or at other intervals as requested by the COO).
  • Illuminate a path to success for team members by establishing core competencies, key performance indicators and personal development goals.

Education, Leadership, Skills & Competencies
Education & Experience

  • A degree in engineering, architecture, business, finance, real estate, or planning is required (MBA is considered an asset). A combination of education and experience will be considered.
  • Minimum 10 years experience in a senior management capacity with demonstrated strengths in financial and operational leadership.
  • Minimum 5 years in complex project development and delivery. Training in underwriting, financial feasibility analysis, and public and private programs for affordable housing financing.
  • Experience with Alberta/Canadian housing development, government agencies, and financial institutions is preferred.

Knowledge, Skills & Abilities
  • Technology savvy with in-depth knowledge of YARDI for property management and Dynamics 365 Business Central or related accounting software packages, as well as the ability to lead new system implementations and/or upgrades.
  • Proficiency in office computer software including Microsoft Office and database packages.
  • Must have proven ability to manage multiple real estate development projects simultaneously, to lead teams of contractors and property managers and to effectively solve problems on a variety of issues that may occur during the real estate development process.
  • Highly developed written and oral communication skills, including preparation of reports, briefing papers, and correspondence.
  • Excellent organizational coordination, problem-solving, and time management skills, including the planning and managing of multiple projects.
  • Ability to be proactive and capable of resolving complex problems expeditiously.
  • Ability to effectively prepare cost estimates and budgets.
  • Flexibility and ability to work on a range of projects simultaneously.
  • Ability to work and function in high-pressure environments.
  • Keen knowledge of costs and the ability to monitor and control expense.

  • Inspire the team to achieve Homeward Trust\xe2\x80\x99s goal of ending homelessness in Edmonton by providing a compelling vision and strong leadership.

Working Conditions
  • Must provide a clear criminal record check, including vulnerable sector clearance.
  • Must follow Covid-19 Safety Protocols and Procedures.
  • Some travel between sites may be required.
  • Working overtime hours outside of normal business hours when projects demand.
