Your Opportunity:
Alberta Health Services has an exciting opportunity for a Director, Payroll in HR Shared Services (HRSS). This Director is a key leadership role reporting to the Executive Director, HR Shared Services. This position is responsible for HR transactions for AHS and its affiliates (Carewest, Alberta Precision Laboratories, Covenant Health, Capital Care Group, and Foundations/Trusts) in the provision of Payroll, Time & Labour and Legacy Payroll services in the Calgary and Edmonton Production Centers. The successful candidate will be required to work cohesively with key stakeholders and leaders within and outside of HR Shared Services and AHS. This position is responsible and accountable for leading an operational team of 75 staff (5 discreet teams) who provide Pay Processing and Time & Labour, services. Furthermore, this position is accountable for the design, implementation, management, delivery and monitoring of provincially integrated HR business processes as well as the accurate and timely processing of time capture and payroll transactions for 120,000 plus employees of Alberta Health Services and its affiliates. This individual will also serve as a role model in establishing a culture of service and performance excellence within the HRSS Payroll portfolio.
Description:
Provides direction and support of 75 staff (5 discreet teams). Responsible for oversight for all time management transactions and interfaces, as well as pay transactions, requisitions, and processes (approximately 4 million annually) for 120,000 plus employees supporting a 9.1 billion payroll of Alberta Health Services and its affiliates. Responsible for quality monitoring and evaluation of pay transactions and time management services which includes maintaining relationships with employees, managers and HR leaders. As a member of the HRSS leadership team, provides thought leadership and contributes to HRSS strategic and operational plans in support of the AHS vision, mission and foundational strategies. Establishes and maintains effective working relationships with HRSS management team, AHS HR and Finance as well as external providers (Service Canada, financial institutions, unions, etc.). In collaboration with other areas of HR, participates and or leads working groups involved in developing or changing policies, procedures, business processes as they pertain to payroll and time management programs, processes, transactions, and reporting. Acts as a single point of contact for complex, sensitive issues which must be coordinated across multiple teams in HRSS and AHS HR and leads investigations into various pay impacting issues. Acts as a Hearing Officer for employee grievances including collective bargaining agreement disputes, while providing ethical and objective resolutions.

Required Qualifications: A baccalaureate degree in human Resources, business administration or a related discipline and/or Chartered Professional Accountants designation is required. Equivalencies of education and experience will be considered. Additional Required Qualifications: A minimum of 10 years in a human resources role leading large, diverse teams within an organization of significant size, complexity, and diversity (health care experience is an asset) plus a minimum of 5 years of experience in a leadership role is needed. Working knowledge of HR Information Systems (PeopleSoft preferred) is also required. A demonstrated clear pattern of professional and personal development. Effective communicator with strong organizational skills, client focused orientation and commitment to providing long term quality services. Leadership skills, including demonstrated ability and comfort with decision making, coaching and mentoring, and the ability to inspire and build confidence in teams. Ability to manage diverse human, financial and physical resources within a complex production-based environment. Proven ability to foster partnerships and to achieve organizational goals. Preferred Qualifications: Canadian Payroll Leadership Professional (formerly Certified Payroll Manager) Designation from the National Payroll Institute is preferred.
