The Director, Organizational Development & People Programs is responsible for the overall strategic direction and management of the recruitment, selection and onboarding, organizational development (change and performance), leadership development, equity, diversity and inclusion (EDI), and immigration functions for the University. The Director provides senior level knowledge and strategic oversight to advisory and service delivery models for implementation of University-wide HR programs, policies, processes and practices. The Director ensures effective and forward-looking portfolio leadership to ensure value-added HR services, effective client-focused services delivery, and effective execution of HR processes, procedures and programs that have a University-wide impact. The Director operates in a complex and demanding client service environment delivering services in a business partner model.




The Director reports to the Associate Vice-President of Human Resources and leads a team of professional and administrative staff (as well as external consultants), while working in close partnership with HR directors, senior leadership, and the University's Executive and Leadership teams. This role provides strategic guidance, fosters strong collaborative relationships, and ensures effective leadership across its portfolio.




What You'll Do:





Organizational Leadership:


Establishes short- and long-term objectives and strategic plans for the portfolio, consistent with the University's strategic objectives and HR strategic plan Establishes a future vision and long-term plan for the evolution of the HR business partner/advisory services Oversees the recruitment and performance management of the portfolio's team to ensure the expertise is in place to meet the goals and objectives of the portfolio's strategic and operation plans Establishes and monitors portfolio priorities and objectives, allocates necessary resources, coaches and manages staff performance, and provides training and development opportunities Provides senior level strategic direction to recruitment, performance management and organizational development Oversees the management of financial resources to meet the goals and objectives of the portfolio's strategic and operational plans Ensures advisory, governance, and operational programs and plans are managed and administered in accordance with the University's strategic and fiscal objectives Prepares strategic reports and presentations for senior management and the University's Board of Governors





Cross-Functional Collaboration:


Provides strategic and system-wide input and feedback (from a central advisory and service-delivery perspective) on the design and implementation of innovative HR policies, programs, and practices that will contribute to workplace experience, quality of working life and wellbeing, and effectiveness of University of Regina staff and faculty Builds positive relationships with leaders and works in partnership with leaders to assess organizational needs on an ongoing basis Contributes as a member of the Human Resources leadership team to the provision of effective and progressive human resources stewardship and evolving HR professional practice management Works closely and collaboratively with HR colleagues and other key stakeholders on ensuring successful implementation of policies and programs Works collaboratively with leaders and key stakeholders to attract diverse and talented faculty and staff to the University of Regina

Position Requirements

What You'll Bring to this Position:

A degree in a relevant discipline such as Business Administration, Commerce, Human Resource Management or related field Five to eight years of progressively responsible experience; significant experience leading a human resources team with responsibility for advisory services, as well as human resources operational services experience. University experience would be beneficial. A combination of education and experience may be considered.

Physical Demands Pay Grade OOS 10 Salary Range $126,149 - $189, 222 Annually Status Permanent Work Hours
Monday - Friday 8:15 am - 4:30 pm
