Director of Housing Programs - Connections for Seniors
Position Overview
The Director leads the planned expansion and oversight of emergency housing (47 beds), supportive housing units (15 units), housing case management team, and a drop-in housing support program. This senior leadership role focuses on scaling operations, enhancing quality of service delivery, and strengthening client-centered case management
Key Responsibilities
1. Strategic Growth & Program Leadership
Lead planning and execution of housing program growth, aligning initiatives with organizational strategy and emerging community needs (e.g. scaling capacity, funding diversification)
Design and evaluate new service models based on best practices such as Housing First and trauma-informed care
Oversee development of housing program policies, protocols, and case management frameworks.
2. Program Management & Delivery
Ensure high-quality, consistent delivery across emergency housing, supportive units, case management, and drop-in supports--emphasizing wrap-around care and harm reduction approaches .
Monitor performance indicators, report client outcomes, and evaluate program impact.
Lead crisis response and on-call system protocols to guarantee client safety and responsive service operations
3. Team Leadership & Staff Development
Manage and mentor all housing program staff, including case managers and housing support workers.
Support recruitment, training, supervision, performance reviews, and professional development aligned with trauma-informed, person-centered approaches
4. Community Partnership & Stakeholder Engagement
Build and maintain collaborative relationships with funders, community agencies, social service networks, and government organizations in the homelessness and seniors support sectors .
Represent Connections for Seniors in external tables, system planning groups, and advocacy forums.
5. Financial & Operational Oversight
Lead budgeting, financial monitoring, and resource allocation for housing programs.
Prepare funding proposals, grant applications, and program reports to ensure fiscal sustainability and compliance
Qualifications & SkillsEducation
Bachelor's or Master's degree in Social Work, Public Administration, Gerontology, or a relevant discipline; equivalent experience considered .
Experience
Minimum 5 years of progressive experience in housing-focused social services, including leadership or management responsibilities--ideally within health, supportive or emergency housing contexts
Working knowledge of Housing First, harm reduction, trauma-informed care, seniors support, and case management best practices
Experience working with vulnerable adults, including seniors experiencing housing insecurity or homelessness.

Analytical and strategic thinking, with ability to track performance and adjust program delivery.
Strong interpersonal skills: conflict mediation, relationship-building, equity lens, and inclusive leadership.
Excellent written and oral communication for client engagement, reporting, and external representation.
Comfort with data systems and Microsoft Office (Word, Excel, PowerPoint).
Availability for occasional on-call duties.
