The City of Brantford is the designated Service Manager for Housing and Homelessness programs and services in the City of Brantford and the County of Brant. Reporting to the Commissioner of Community Services & Social Development, the Director of Housing and Homelessness Services is responsible for the overall administration of all housing and homelessness programs, services and development in the Service Manager area. This includes the comprehensive planning, implementation, management, and delivery of existing and new programs, administration and funding of community and affordable housing, the creation and maintenance of social housing policy, and the asset management of housing assets. The Director is responsible for developing effective partnerships with community groups, private developers, organizations and agencies including municipal, provincial and federal departments and ministries with a view to promote a range of affordable housing options and create effective strategies to address a system of services along the continuum of housing needs. The Director will establish quality customer service programs that enhance the quality of life for citizens, communities and stakeholders, including delivery standards and Key Performance Indicators for the department to ensure service standards and program targets are being achieved. The Director's exemplary communications, administrative, and interpersonal skills will enable them to balance multiple stakeholder views and needs (the taxpayer, the individual, staff multiple programs and services, elected officials) to create sustainable communities and to maintain efficient leadership creating a culture of accountability.

QUALIFICATIONS



A Master's Degree in a relevant discipline (e.g. Public Administration, Urban Studies, Social Sciences or related discipline) or, a Bachelor's Degree in a relevant discipline combined with an equivalent combination of education and experience Minimum of 7 years' experience as a proven transformational, strategic, results-oriented leader, in the field of housing and homelessness, including budget preparation, development experience, operation, and human resources management Must possess extensive knowledge of the continuum of housing needs and options available in Brantford/Brant County Service Area and understand the related legislation and policies including Housing Services Act, 2011 &Regulations etc. including an understanding of legacy affordable housing and homelessness programs, government and community partnerships A high degree of political acuity, communication and project management skills required to engage relevant stakeholders at all levels Must possess strategic thinking abilities, solution development, and team leadership skills to deliver results in a complex high profile environment as well as the ability to creatively & respectfully meet the needs of those you serve Knowledge of and demonstrated experience with strategic planning, change management, and a demonstrated ability to optimize both quality and cost effectiveness of services Proven experience managing and monitoring a multi-million dollar budget including both operation and capital elements Management competencies including results/achievement focus, human resources management, leadership, decision making/judgement, and job knowledge expertise Excellent verbal and written communication and public speaking skills Experience with strategic and community/social planning Proven track record of successful program design/implementation/evaluation Accreditation from a recognized Professional Management Association such as C.I.M., A.I.H.M., C.P.M will be an asset IMS 200 Certification or equivalent (ICS200) is considered an asset. Subject to course availability, certification must be achieved within the first year of employment.

WAGE/SALARY RANGE:

$71.51 to $89.39 per hour (based on a 35-hour work week) plus benefits
