Professional accounting designation (CPA, CA, CGA, CMA) in good standing, required.

Position Summary:
The Director of Finance provides both strategic and operational leadership for the financial and corporate stewardship of the Agency. Reporting to the Executive Director, the Director of Finance ensures effective financial planning, management, and reporting in alignment with legislated requirements, public sector accountability standards, and the strategic priorities of the organization. In addition to financial leadership, this role oversees related business functions including insurance, procurement, and facilities. The Director acts as a trusted advisor to the Executive Director, Board of Directors, and senior leadership team, ensuring that the Agency's financial and operational systems enable transparency, compliance, and effective service delivery.
MAJOR RESPONSIBILITIES
As the leader of the organization's Finance portfolio, this position is responsible for:
Serving as a strategic resource to the Executive Director, senior management, and Boards of Directors on financial stability, sustainability, and risk.
Leading the development of annual budgets, financial forecasts, and multi-year financial plans, ensuring alignment with service plans and funder requirements.
Overseeing all finance and accounting operations, ensuring effective systems, internal controls, and financial policies are in place.
Managing financial planning, budgeting, monitoring, forecasting, and reporting.
Ensuring compliance with CYFSA, MCCSS directives, Transfer Payment Accountability Directives, Broader Public Sector (BPS) procurement and expenses directives, and GAAP.
Coordinating with external auditors and overseeing the annual audit process.
Overseeing the use of tender documents, purchasing procedures, vendor contracts, and procurement processes.
Representing the Agency with MCCSS, government bodies, sector financial networks, community partners, auditors, banks, and insurers.
Participate in all mandatory training.
Assume responsibility for own professional development, including keeping up to date with new developments in the sector and within the finance profession.
Provide leadership, mentoring, training, and guidance to direct reports, fostering a culture of accountability, transparency, and continuous improvement.
As a member of the Senior Leadership Team, this position is responsible for:
Contributing financial and corporate expertise to organizational strategy, decision-making, and priority setting.
Supporting the Board of Directors and its committees (e.g. CFSGE Foundation, Finance, Audit, Risk) in fulfilling their governance and oversight responsibilities, including preparing and presenting clear and accessible financial reports.
Leading risk management planning related to finance and facilities, and advising senior leadership on mitigation strategies.
Building strong external relationships that enhance the organization's accountability and credibility within the child welfare sector and broader public sector.
As a member of the Agency, this position is responsible for:
Working collaboratively with colleagues at all levels within the organization.
Participating in an annual evaluation of their performance.
Carrying out other duties as assigned.
KNOWLEDGE AND SKILLS REQUIRED
Change leadership and adaptability including knowledge of how to lead teams and organizations through complex business conditions
Integrity and accountability in stewardship of public funds including strong knowledge of public sector financial practices, including CYFSA, MCCSS accountability frameworks, GAAP, and BPS directives.
Strategic and analytical thinking including demonstrated experience in financial planning, risk management, procurement, and corporate services.
Knowledge of payroll, pensions, benefits, and insurance administration.
Operational and financial problem-solving include proven success in supporting Board governance and presenting complex financial information to diverse audiences.
Advanced Skills in Excel, reports and data visualization and accounting software (Oracle experience an asset)
Excellent communication, relationship-building, and leadership skills.
Thorough understanding of the dimensions of oppression and equity frameworks including anti-racism and anti-oppression
Demonstrated knowledge of issues and concerns of equity-deserving groups; specifically, those linked to African Canadian/Black, Indigenous and 2SLGBTQIA+ communities, with an advanced understanding of the dynamics of prejudice and discrimination particularly as it relates to child welfare and over-representation.
ANNUAL SALARY RANGE
In accordance with Level 11 - Director of Finance salary grid

Must be legally entitled to work in Canada, providing satisfactory documentation upon request.
Must have a valid Ontario "G" class driver's license, own vehicle and minimum 1-million-dollar liability insurance coverage. Occasional out-of-town travel may be required.
