Reporting to the Chief Financial Officer (CFO), the Director of Finance and Deputy Treasurer leads the Financial Planning, Financial Reporting and Taxation sections of the Financial Services Division within the Financial Division of the Customer & Financial Services Department. The Director works with the CFO/Treasurer in developing short and long-term financial strategies and is responsible for leading the annual budget process. Acting as a trusted business partner to stakeholders, the Director ensures work supports the long-term financial sustainability of the City and is responsible for continuous improvement through the use of technology, implementing solutions and changing processes and procedures as required. The Director must ensure financial practices and reporting are carried out in accordance with legislative requirements, the City's financial policies, by-laws, corporate fiscal strategy, and the corporate strategic plan.

What you will be doing

Direct the financial planning processes, including the annual budget, variance analysis and forecasting. Chair of the Capital Budget Working Group, leading the prioritization of the 10-year capital plan to meet City objectives within financial constraints, with input from other Directors. Direct the long-term financial planning work for the City, including development charge revenues and timing of growth-funded capital projects. Lead development charges background study and update studies, as applicable. Manage the collection of deferred development charges and financial monitoring and reporting of development charges. Direct the overall financial reporting for the City, including developing and implementing policies, processes and strong internal controls.

Ensure the financial health of the City by monitoring cashflows, advising on and managing debt funding, and managing the investment portfolio. Oversees billing and collection of Taxes and Water. Reviews operations and directs technology enhancements.

Oversees the assessment review process to maintain the City's assessment base.

Maintain control of finance and accounting systems and ensure that finance and accounting procedures are transacted consistently in accordance with policies, procedures and statutory requirements. Developing and maintaining strong internal controls to prevent and detect fraud and error.

Review, interpret and prepare financial analyses and written/oral reports related to business activities and initiatives, Council/Committee reports, financial policies/procedures and various legislation and regulations. Lead the development of new technology systems and processes to support the internal and external financial reporting, accounting, budgeting and forecasting activities of the City.

Lead continuous improvement in finance processes.

Act as a trusted business partner to stakeholders by building collaborative relationships, understanding their needs and perspective, helping to address and resolve issues in support of departmental and/or corporate needs.

Experience and Knowledge

A minimum of seven (7) years' experience in municipal finance, including management and supervision of staff. Ability to understand analyze complex financial information as well as convey this information to Council and the public in an easy to understand format. Ability to apply legislation regulations and accounting principles in the municipal context. Advanced application of Microsoft Office suite of products including Excel. Knowledge of SAP or FMW financial systems is an asset.

Education

A Degree in Business or Public Administration and CPA professional accounting designation in good standing.

The annual salary range for this non-union position is $143,962 - $175,557 (Band Level 10). We offer a comprehensive benefits package and are an Ontario Municipal Employees Retirement System (OMERS) employer.

Hours of work

Monday to Friday - 8:30 a.m. to 4:30 p.m. (35 hours per week). Occasional evening hours required to attend Council, Public meetings, etc.
