IO\xe2\x80\x99s Transaction Services and Corporate Legal Enterprise Team provides professional support to all parts of the agency. Lawyers within the team specialize in services that support infrastructure and commercial projects, construction, real estate and leasing, lending, privacy protection, government affairs, litigation, and contract management.


We are seeking a Director, Legal Services (Technology) to provide strategic and practical support on a number of government projects that seek to modernize business and service delivery models, through the development and execution of large-scale business transformations. These projects, referred to as Service Delivery Modernization projects, form a new set of projects IO is focussed on that are transformational in nature and implicate people, process, technology and operations. Projects are broad in scope and legal support is required through the full life cycle; from shaping business cases, informing policy decisions, designing transactions, to executing and managing the transaction into operations

What You Will Do

    • Support Commercial Projects teams to deliver value for the public sector in these novel and unique initiatives to leverage private sector partnerships and investments to help generate revenue, reduce costs and create efficiencies in government services and investments. The focus is on modernizing Ontario\xe2\x80\x99s business and service delivery models.
    • Lead technology lawyer(s), and embed yourself and your team within each project team. You will be closely involved in structuring and implementing our Service Delivery Modernization projects, which will require innovative thinking to develop and negotiate agreements reflecting the needs of each project, while considering ways in which new projects can be scaled, replicated and templated for other transactions in the pipeline.
    • Build and maintain effective working relationships with project partners, funding partners, industry players and other stakeholders.
    • Oversee and direct external counsel; interpret and disseminate legal advice and recommendations to senior lawyers and clients.
    • Represent Infrastructure Ontario in relations with representatives of the government, stakeholders, media and general public.
    • Educate legal team and internal clients on legal matters through discussions and presentations.
    • Draft, review, analyze and negotiate complex commercial and outsourcing agreements, opinions, memoranda, and procurement documents to manage risk and ensure that the government\xe2\x80\x99s objectives are achieved.
    • Ensure compliance with Infrastructure Ontario\xe2\x80\x99s governance requirements.
    • Assume other legal duties as assigned.


What We\'re Looking For

    • Significant experience practicing law, preferably in the area of commercial transactions with an emphasis on outsourcing, technology, privacy and digital transformation. Experience in public procurement law is considered an asset.
    • University degree in law (LLB or JD) and membership in good standing with the Law Society of Ontario.
    • Experience leading a team of professionals and excellent communications and interpersonal skills.
    • Ability to work on numerous files in a fast-paced environment with changing priorities.
    • Strong negotiation skills to ensure positive outcomes for the corporation.
    • Ability to communicate complex legal issues clearly to non-lawyers.
    • Well-developed research and analytical skills. Keep up-to-date on legislative and regulatory changes.
    • Strong presentation skills and the ability to communicate legal updates to non-lawyers and management.
    • Dispute resolution experience is an asset.

The salary range for this position is between $129,100 to $193,700, with a corresponding job level of L3.
