The Director, IT Infrastructure & Operations (I&O) is responsible for envisioning and driving transformation of the I&O function, including strategic planning, evolving the operating model, service innovation and workforce enablement. The scope of work extends to WCB's core IT computing environment including both on-premises and cloud data centres. As a key member of the senior IT leadership team, this role contributes to the development and execution of the enterprise-wide IT strategy and provides oversight of the WCB's IT infrastructure, IT service management processes, end-user support services, network and telecommunication systems, and production support functions.
Job Duties:
BRANCH MANAGEMENT
Provides direction, leadership, mentorship, guidance and support to the IT Infrastructure & Operations (I&O) Department. This includes responsibility for hiring, conducting performance reviews, labour relations, performance development, coaching and deciding on disciplinary action up to and including dismissal where necessary.
Sets the mission, vision, and strategy of the I&O Department to ensure availability, reliability, scalability and performance of technology systems and infrastructure that support WCB business operations and IT enterprise initiatives.
Manages department budgets, vendor relationships, and technology procurement in alignment with organizational objectives.
Cascades branch operational objectives and ensures staff are meeting established standards and practices and, makes required changes to improve work processes.
Works with the IT senior leadership team on the service portfolio and governance required to prioritize resources.
Works with key IT and business stakeholders to assess infrastructure technology risks, develop mitigation plans, and measure/prioritize remediation activities.
Builds successful internal/external stakeholder relationships acting as a trusted advisor, ensuring cost-effective delivery of IT services to meet business needs.
Fosters a high-performance culture focused on collaboration, innovation, and operational excellence.
Sponsors the planning and successful implementation of new technologies and projects within I&O.
Establishes robust processes for the monitoring and support of production systems in alignment with business continuity and disaster recovery objectives.
Ensures periodic reviews and compliance with internal/external audit findings, industry standards, regulations, policies and risk-related functions pertaining to I&O.
Creates I&O strategies aligned with targeted business outcomes, future-state business capabilities and governance goals.
Defines, develops, and manages a comprehensive and integrated IT Service Management (ITSM) landscape, based on best-practice processes, disciplines, and related toolsets. This includes delivery of a comprehensive IT asset management program.
Collaborates with the Director of Cybersecurity and Disaster Recovery to align I&O with the IT security strategy and road map.
Oversees a formal governance model to guide the processes and functions performed by I&O teams.
Serves on IT planning and policymaking committees; drives the development and adoption of enterprise technology standards, governance processes and performance metrics.
IT INFRASTRUCTURE & CLOUD SERVICES
Leads the design, implementation, and maintenance of highly available and scalable on-premises and cloud-based data centre environments.
Develops and executes evolving infrastructure strategy, roadmaps and operational plans, and promotes adoption of best practices related to infrastructure automation and cloud modernization.
Ensures operational security of on-premise and cloud IT infrastructure.
Collaborates with IT and business partners to promote awareness of IT Infrastructure and cloud platform service offerings and capabilities.
Manages and mitigates potential risks to infrastructure and operations, ensuring business continuity and disaster recovery.
IT SERVICE MANAGEMENT
Oversees the development, implementation, and continuous improvement of ITIL-based service management processes and procedures.
Directs the selection, implementation and operational support of WCB's ITSM platform.
Ensures service levels agreements (SLAs) and key performance indicators (KPIs) are established and monitored.
Champions a culture of accountability, transparency, and user satisfaction across the WCB.
END-USER COMPUTING (EUC) & SUPPORT
Directs the delivery of IT Service Desk operations, ensuring responsive, effective support for all WCB end users.
Oversees lifecycle management of laptops, desktops, tablets, and related hardware/software.
Directs the selection, implementation and operational support of WCB's productivity and collaboration tools and related services.
Oversees mobility services and ensure seamless access and security across mobile platforms.
Qualifications:
University Degree in IT or a related discipline
Minimum ten (10) years Infrastructure domain experience (e.g. compute, network, storage, etc.), of which at least five (5 years) is leading the delivery of a large-scale cloud-based and on-premise infrastructure platform (Microsoft Azure preferred); and at least five (5) years is managing IT professionals, preferably in a large, unionized environment
Proven experience managing hybrid infrastructure environments (on-premises and cloud)
Solid understanding of ITIL/ITSM frameworks and experience implementing service management processes
Experience with managing critical technology systems and infrastructure that support business operations
Ability to build trust and create positive working relationships with business partners, internal / external stakeholders and service providers
Strong knowledge of cloud platforms (e.g., AWS, Azure, Google Cloud), virtualization, networking, and storage systems
Proficient in managing enterprise tools such as Active Directory, SCCM, Intune, ServiceNow, etc.
Familiarity with cybersecurity principles and controls
Knowledge and experience in competitive purchasing practices, IT contracting, and vendor management
Demonstrated ability to manage multiple priorities in a fast-paced, dynamic environment
The ability to communicate proficiently in both official languages (English & French) is an asset, but is not required

ITIL Foundation certification
Project Management Professional (PMP)
Cloud certifications (e.g., AWS Certified Solutions Architect, Azure Administrator)
