Job Description


Overview:Reporting to the President & CEO, and as a member of the Senior Leadership Team the Director, Human Resources is responsible for providing strategic leadership to ensure effective and efficient human resources management across the Corporation. The Director is responsible for providing leadership in the delivery of Human Resources services and activities designed to meet organizational strategies and objectives, as well as internal client needs. The Director will be the champion of corporate human resources programs and lead the management team in all aspects of labour and employee relations. Responsibilities include ensuring corporate compliance with legislative requirements, providing strategic direction in collective bargaining and organizational development initiatives, recruitment processes, salary administration and benefit programs; developing policies, procedures and/or processes relating to human resources and labour relations; and establishing and controlling the departmental budget.Responsibilities:

  • As a member of the senior leadership team, provides input into the development and ongoing review of the Corporationxe2x80x99s Strategic Plan and / or objectives, as they relate to the human resources within the Corporation.
  • Ensures the development of long-term strategies with the effective allocation and utilization of human resources; conducts detailed analysis to determine present and future needs of the Corporation; makes recommendations for and helps to build a commitment to change for the continued efficiency and effectiveness of the Corporation's human resources; provides assistance in managing the human impact of corporate change.
  • Oversees the design, re-engineering, and facilitation of human resource policies, procedures, and programs that are consistent with corporate objectives and applicable legislation and that support high quality service and continuous improvement; provides advice and direction with respect to interpretation and application of same.
  • Provides leadership and/or direction to the Human Resources division in planning, implementing and administering programs to ensure the provision of best practices in human resources services throughout the Corporation, including: Employee and Labour Relations, Talent Acquisition, Total Rewards, Learning and Development, Workforce Planning, Organizational Change and Development, Psychological Health and Wellness, and Inclusion and Diversity. Oversees all strategic aspects and provides advice of the same for the senior leadership team.
  • Oversees all strategic aspects of organized labour relations such as: the grievance process, arbitration process, collective bargaining negotiations, essential services and strike planning, and interest arbitration and rights hearings.
  • Oversees all strategic aspects; organizational development (recruitment, staffing, training and development); compensation (job evaluation, salary and benefit administration); and provides advice to senior leadership regarding corporate succession plans.
  • Manages the administration of the collective agreement and ensures that effective employee relation practices are adhered to within the Corporation, including grievance handling, appropriate application of progressive discipline principles, provides advice and assistance to staff in problem resolution and the interpretation of corporate policy in all program areas.
  • Maintains and promotes effective labour/management relations and communications with employees and the Union.
  • Oversees and coordinates and / or conducts workplace investigations.
  • Primary accountability for the Corporationxe2x80x99s Well-Being Strategy, which includes the following: Psychological Health & Safety in the Workplace, Diversity, Equity and Inclusion, and overall employee health and wellness.
  • Provides advice, direction and education to management on injury and illness issues and duty to accommodate obligations.
  • Develops of briefing materials, board reports, Ministerxe2x80x99s responses, supporting documentation, and program / policy issue summaries required for various reporting purposes.
Qualifications:
  • A degree in human resource management together with a minimum of ten years of directly related experience with an emphasis on labour relations and collective bargaining required. Other relevant educational disciplines may be considered.
  • CPHR designation is required.
  • At least five years of leadership experience supervising, overseeing and/or directing the work of others is required.
  • Knowledge of applicable human resources and labour relations legislation, related regulations, principles, and best practices.
  • Superior ability to communicate effectively and concisely, both orally and in writing.
  • Ability to deliver presentations to a variety of audiences and to skillfully handle on-the-spot questions from employees, management, members of the Board, and members of the public.
  • Superior ability to establish and maintain effective working relationships with internal and external clients and stakeholders.
  • Above average skills related to human relations, coaching, dispute resolution, negotiations, strategic and financial planning, and problem solving.
  • Proven conflict resolution abilities, including mediation and negotiation skills.
  • Must be proficient in the use of computers and current related software.
  • Proven acumen in business and financial management, with the ability to analyze and understand financial implications of proposals and the ability to perform some cost calculations and respond accordingly.
  • Proven team building, management, administrative and financial skills to effectively lead and direct the Human Resources team and to be a member of the Senior Leadership team.
  • Ability to adapt to change.
  • Excellent project/time management, analytical/critical thinking, problem-solving, and decision-making skills.
  • Must undergo a successful criminal record check.
Salary for this position ranges from $93.71/hr-$117.14/hr. plus location and accommodation allowances of approximately $8,023 per annum.
