To view a transcript of the conversation, visit( ).The Role:This position resides within the Employee and Legal Services Division, and as a senior leader, the incumbent is responsible for supporting the organization to become a modern municipal corporation with a special focus on competency, leadership and culture. The business model advances integration, modernization and innovation across all branches to create an aligned and employee focused system.Reporting to the Branch Manager, Talent Management, the Director and the HRSS team translates corporate and business needs into people strategies and brokers and provides services and expertise from across Employee and Legal Services. This is achieved through consultation and providing strategic support to senior leaders that enables the workforce to achieve business objectives. The Director and team are focused on delivering an exceptional client experience to ensure that senior leaders are able to lead their workforce by seamlessly accessing the right services and programs at the right time; and conversely that City objectives are met.The Director, HR Strategic Services leads a team of trusted partners, influential leaders, and service providers to help the corporation build high performing teams by providing strategic advice, bringing a corporate perspective and supporting evidence based decision making for our employee experience and workforce management.Goals and deliverables:

  • Plan, organize, lead and oversee the important work of the section (approximately 15-20 professional level staff) in alignment with the overall corporate direction. This work includes leading the provision of strategic level human resource services and ensuring consistent application across all departments, senior level advising and support, organizational design, project management, implementation of corporate projects, and strategic workforce planning and development
  • Ensure a seamless delivery of services to all client groups across the City. This includes ensuring a positive customer experience and collaborating with partners across the City to develop innovative solutions to emerging issues
  • Employ a service mindset and identify where clients require support and advice
  • Leverage influence and ensure integration across the division to enable delivery of high quality service by bringing together the best combination of options, advice, skills and experience to support the work of individual clients, the Executive Leadership Team and Council
  • Provide advice directly to senior leaders and other levels of City management
  • Build internal leadership capacity by enabling and educating leaders to make informed work decisions that help advance organizational goals
  • Translate strategies into operational priorities and processes for client groups across the City
  • Develop exceptional client relationships across the City as well as model and build internal collaboration and partnership
  • Anticipate, assess and readily adapt to changing priorities and effectively respond to and resolve issues and concerns
  • Leverage data and apply information tools to support the decision making process
  • Anticipate business opportunities, influence policy, planning and initiatives, and foster a culture of accountability through performance measurement
Qualifications
  • Knowledge, training, and/or education in Human Resources, Business, Labour/Industrial Relations, Arts or a related field
  • Experience in a leadership role within a large, complex organization
  • Excellent people leadership skills including performance development/management, team building and facilitation and succession planning
  • Experience managing multi-disciplinary teams accountable for politically sensitive and complex work
  • Experience developing and managing complex, multi-dimensional relationships
  • Ability to manage escalated issues with a solution oriented focus
  • Experience working with Unions, managing and resolving issues in a collaborative manner
  • Equivalent combinations of education and experience will be considered
Assets:
  • Masters Degree in a related field
  • Accreditation, coursework and/or training in human resources, organizational development or a related field would be an asset. Additional training in public administration, project management, financial management and/or change management
