At the Yellowknives Dene First Nation (YKDFN), we are committed to fostering community growth and advancement while honouring our traditions and customs in the workplace. Our Housing Division provides housing solutions for YKDFN members. We are currently seeking an organized, dependable, and community-minded individual to join our team as:



Director, Housing





Reporting to the Chief Executive Officer, the Director is accountable for the efficient and effective implementation of all Housing Division policies, programs and projects of the YKDFN. The Director is responsible for overseeing the Northwest Territories Housing Corporation (NWTHC) units and the YKDFN owned units/assets under the Gone Gok?? Housing Society. This is a full-time position based in the YKDFN community of Ndilo, Monday to Friday.



Duties & Responsibilities



Housing Programs




Manage and administer all social public housing programs, services and properties to ensure they are delivered and maintained effectively and efficiently. Administer the Housing Management Agreement between the NWTHC, the Gone Gok?? Housing Society and YKDFN. Implement and administer policies and procedures. Manage housing properties and programs. Build relationships and liaise with other organizations. Consult and negotiate with the NWTHC. Represent the NWTHC / Gone Gok?? Housing Society Housing at local, regional, territorial, and national meetings.




Finance




Manage and administer all financial responsibilities and obligations to ensure compliance with financial legislation, terms, and conditions. Provide required financial information to NWTHC and Gone Gok?? Housing Society concerning formula funding arrangements. Prepare and submit budgets for the housing committee's approval. Establish and maintain internal financial controls. Manage accounts payable, receivable, payroll and benefits. + Assist with audits and follow up on recommendations. Maintain proper accounting records and liaise with NWTHC staff/ Gone Gok?? Housing Society Committee periodically, and annual budgets. Responsible for overall housing contract management.




Maintenance




Manage the ongoing maintenance of the housing units to ensure safety and compliance with codes and standards. Assess and prioritize work in conjunction with the Housing Maintenance Foreman. Review and analyze maintenance reports and unit condition ratings. Identify operational requirements and ensure required measures are taken.




Human Resources




Work with the YKDFN Human Resources Department on all staffing matters. Supervise housing staff and contractors in alignment with HR policies and procedures. Foster a positive and respectful work environment aligned with YKDFN HR standards and values.




YKDFN Housing Committee and LHO Board of Directors




Provide support and advice to the YKDFN Housing and Gone Gok?? Housing Society Committee. Assist with the selection process for Committee/Board members. Provide guidance on housing programs, policies, finances, and allocations. Serve as Secretary during meetings, preparing and following up on minutes. Present management reports to the Committees. Act as an advisor to the committee. Make recommendations and draft policies and motions.




The ideal candidate will have:




A post-secondary degree in Business or Public Administration, coupled with two (2) years of management experience; or A diploma in Business Administration or Management and four (4) years management experience with full-cycle accounting and property management experience; or An equivalent combination of 5 years' experience in a senior management position with relevant training and education considered. Strong communication, interpersonal, and organizational skills. Familiarity working with a First Nations organization is considered a strong asset.
