What You'll Do:



Reporting to the Chief Executive Officer, the Director, Housing is responsible for the development, leadership, and management of Lanark Community Alliance's (LCA) facilities including Social Housing, Developmental Services, and office spaces.

The Director will oversee the delivery of safe, affordable, and inclusive housing for individuals and families in need, ensuring alignment with LCA's values as well as the requirements of the Residential Tenancies Act, the Housing Services Act, local service agreements, and applicable funding bodies.

This role champions tenant-centered approaches while embracing strong business practices and promotes community well-being while building strong partnerships across the affordable housing and social services sectors.

Strategic and Operational Leadership



Lead the development and implementation of housing strategies that advance organizational goals and respond to the needs of diverse tenant populations, while applying strong business practices.

Oversee property operations, tenancy management, maintenance services, and capital planning across all housing assets.

Drive continuous improvement in housing services, emphasizing quality, equity, and tenant engagement.

Develop processes and procedures to provide emergency or urgent responses to unplanned events and develop business continuity plans in cooperation with leadership to mitigate the impact of unexpected loss of building components or systems.

Oversee the Housing vehicle fleet.

Regulatory Compliance & Program Administration



Ensure compliance with the Housing Services Act (HSA), Residential Tenancies Act, municipal service level agreements, and applicable non-profit governance requirements.

Manage matters related to the Landlord and Tenant Board and signs off on eviction notices.

Oversee rent-geared-to-income (RGI) calculations, waitlist processes, and eligibility reviews in accordance with local rules and legislation.

Ensure the facilities comply with building codes, safety regulations, such as local fire codes, handicap access, and other laws.

Budget and Financial



Work with finance and operations teams to prepare and manage budgets, operating plans, and capital forecasts for housing portfolios.

Support funding applications and ensure accountability for provincial, municipal, and philanthropic grants and contributions.

Develop authorization controls and reporting of expenditures to ensure the efficient utilization of financial resources.

Provide resource planning as required to Finance for budgeting purposes.

Capital Planning



Identify, assess, and lead ongoing capital infrastructure projects ensuring that planning, design, and construction phases are undertaken in alignment with LCA's key objectives.

Develop financial plans to assess the viability of constructing and operating new facilities.

Prepare business cases and proposals to secure capital funding.

Collaborate with Finance to negotiate and/or prepare submissions for debt financing.

Oversee and coordinate capital construction processes.

Track capital project milestones and billing projections for input to Finance.

Make recommendations to the CEO to pay construction progress invoices.

Manages capital project cash flows.

Develop and manage the transition from the construction phase to tenant occupancy phase.

Partnerships & Stakeholder Engagement



Cultivate relationships with municipal service managers, community agencies, housing associations, and donors.

Represent the organization at sector networks, advocacy tables, and public forums.

Team Development & Supervision



Lead a team of housing and property staff, fostering a culture of inclusion, collaboration, and accountability.

Provide mentorship, performance management, and professional development opportunities.

What We're Looking For:



Bachelor's or Master's degree in Public Administration, Business Administration, Social Work, Engineering, or a related field.

7-10+ years of progressive leadership experience in social housing, affordable housing, or related public service sectors.

Superior knowledge of multiple operational functions and principles, customer service, facilities and employee management.

Proven ability to plan and manage operational processes for maximum efficiency and productivity.

Ability to streamline and implement new structures and roles that create speed, efficiency, and support rapidly shifting business demands.

In-depth knowledge of Ontario's housing legislation and municipal service delivery model(s).

Experience with budget and business plan development.

Proven ability to develop innovative solutions for increased productivity and financial viability.

Superior negotiation skills in both internal and external settings.

Strong organizational, communication, and leadership skills, demonstrated by previous professional success.

Experience working with vulnerable populations and equity-seeking groups.

Job Types: Full-time, Permanent

Pay: $90,000.00-$110,000.00 per year
