The

Director, Health Programs

reports to the Executive Director, Baffin Region. The Director provides leadership and direction to the health centre supervisors of clinical and administrative programs in each community. These programs include primary health care services as well as home and community care services. The communities covered by the North Baffin position are Arctic Bay, Clyde River, Resolute Bay, Grise Fiord, Pond Inlet and Igloolik. The Director is accountable for the operating budgets as well as the forecasting of staffing and capital needs for the health centres and home and community care. This position also represents the Department on various committees, task forces and working groups at both the regional and territorial levels.



The Director is responsible for effectively managing community Health Centres as part of an integrated regional Health system which includes ensuring adequate staffing and available housing. The position is also accountable for contract administration in some communities where services are provided outside of government. The Director will be challenged to balance the demands of a wide spectrum of programs running concurrently; including treatment and nursing services, and home and community care, as well as, integrate operations into other departmental programs and services under territorial legislation and/or departmental policies for example: applying the territorial Medical Travel Policy and the approval of non-medical escorts and collaboration with contracted airlines.


QUALIFICATIONS




A Nursing baccalaureate degree. Five years of progressive management experience in a relevant field, preferably in community health or public health nursing. Knowledge and experience in management and supervision of staff in a cross-cultural setting, as well as budgeting including forecasting and computer systems. Current nursing registration in a Canadian province, with an eligibility for registration with the College and Association of Nurses of the Northwest Territories and Nunavut (CANNN).

ASSETS




Ability to communicate in Inuktitut. Knowledge of the Inuit communities, culture, and land, Inuit Qaujimajatuqangit, and Inuktut. Fluency in more than one of Nunavut's official languages. Experience working in a northern cross-cultural environment.

Compensation & Benefits





This indeterminate position is included in the Nunavut Employees Union and offers a salary range of $126, 763 - $181,091 per year (for 37.5 hours/week), plus a Northern Allowance of $24,054 per year. Subsidized staff housing is available for this position.
