The Auditor General's Office supports City Council in holding itself and City administrators accountable for the stewardship of public funds and the achievement of value for money in their operations. It accomplishes this through value for money/performance audits, information technology and forensic audits, regulatory compliance and other types of audits.

In this permanent, full-time role, reporting to the Assistant Auditor General, you will join the Forensic Unit responsible for the operation of the Fraud and Waste Hotline Program that provides independent oversight related to the resolution of complaints or reported wrongdoing.

The Director, Forensic Unit has the following major areas of responsibility and accountability:
  • Develops, designs and implements functional policies and programs that make major changes in overall business performance based on long-term needs.
  • Contributes to the continuous improvement of divisional performance through analysis and the development and implementation of sound management practices and procedures, provides program management staff with direction and guidance, processes and tools to increase efficiencies and improve effectiveness of the services provided by this section.
  • Leads and motivates a diverse workforce, ensures effective teamwork, provides resolution to controversial labour relations issues, ensures high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Develops, recommends and administers the annual budget for the section, and ensures that the section's expenditures are controlled and maintained within approved budget limitations.
  • Develops, designs and implements strategies, objectives, policies and priorities for the Auditor General's Forensic Unit including the development of an annual workplan, in consultation with the Auditor General and Assistant Auditor General.
  • Assists the Assistant Auditor General with directing all activities of the Forensic Unit, delegating management responsibility, as appropriate, including, leading and overseeing major investigations, directing and managing the operation of the Fraud & Waste Hotline Program and resolution of all complaints received, providing supervision and guidance to Forensic Unit staff, including Senior Managers.
  • Oversees the preparation of the Auditor General's Annual Report on the Fraud and Waste Hotline.
  • Directs, manages and conducts investigations, reviews and special projects that are directed at the detection of fraud, waste and wrongdoing involving City resources.
  • Ensures that investigations, reviews and special projects are completed and meet various objectives.
  • Determines whether complaints or allegations may be substantiated based on the scope of work performed.
  • Assesses and reduces loss to the City attributed to incidents of fraud, waste and wrongdoing.
  • Assesses compliance with applicable legislation and policies by determining opportunities for better protection of City resources and strengthening internal controls to improve City operations.
  • Coordinates and oversees investigations, as appropriate, with Human Resources, Legal, Corporate Information Management Services, Senior Divisional Management, law enforcement officials and outside consultants.
  • Prepares/oversees the writing of investigation reports, the development of recommendations, reviews findings and reports with the Auditor General, present investigation results and reports to executive/senior management, Legal Services and Human Resources as appropriate.
  • Oversees the work of outside experts and specialists engaged to support or conduct investigations, reviews or special projects.
  • Presents/coordinates/oversees the presentation of the Auditor General's investigation findings and testimony at arbitration, civil or criminal court proceedings.
  • Represents the Auditor General or Assistant Auditor General on complex forensic matters, including meetings with outside parties, legal services and senior City officials when the Auditor General or Assistant Auditor General is unable to be present.
  • Contributes to the continuous improvement of the Forensic Unit's performance through the development and implementation of sound management practices and procedures, and provides Forensic Unit staff with direction, guidance, processes and tools to increase efficiencies and improve effectiveness of Hotline operations.
  • Oversees the development, implementation and monitoring of all Forensic Unit systems including professional standards and guidelines, administrative and financial systems and procedures for the Forensic Unit, to ensure that all Forensic Unit resources are used efficiently, effectively and for the purposes approved.
  • Prepares/reviews correspondence and documentation directed to executive management, senior divisional management, Human Resources, Legal Services, police and outside third parties.
  • Provides expertise and leadership in the field of forensic investigations and the promotion of a fraud awareness program directed at all City staff.
  • Develops and maintains professional relationships with executive management and senior divisional management, providing independent oversight with respect to reviews or investigations referred to divisions.
  • Maintains professional links with other audit groups and professional associations in order to keep current with developments in the field of fraud, workplace investigations and hotlines or reporting mechanisms.
  • Attends Council and Committee meetings for the purpose of presenting reports and responding to queries.
  • Initiates, directs, supervises and conducts proactive reviews and data analysis directed at identifying potential instances of fraud, waste or wrongdoing involving City resources.
Key Qualifications:
  • Relevant professional accounting designation (such as a CPA) combined with forensic designation/certification (such as CFF, CFE, DIFA, CFI) and senior management experience in the execution and management of a broad scope of investigations and special projects.
  • Extensive senior management experience in the forensic accounting / investigations field and in ensuring work is scheduled and delivered on time.
  • Extensive senior management experience in managing staff and audit/investigation project teams, and developing employees through providing constructive feedback, setting annual performance objectives and reviews; motivating staff for peak performance.
  • Demonstrated abilities in the following areas:
  • Comprehensive in-depth knowledge of all aspects of investigation principles, practices and standards,
  • Familiarity with data extraction and analysis tools,
  • Knowledge of broad scope auditing principles and practices,
  • Knowledge of management principles, practices and techniques.
  • Ability to prepare and review investigation reports that are concise, clear and well supported with evidence.
  • Excellent interpersonal and communication skills, including the ability to create and deliver concise, clear verbal presentations.
  • Well-developed project management skills and ability and willingness to take ownership of multiple Office projects and oversee complex investigations at the same time.
  • Strong analytical and problem-solving skills.
  • Ability to work unsupervised in a multidisciplinary collaborative team environment.
  • Ability to deal effectively and strategically with senior management and elected officials on a variety of complex and sensitive issues.
  • Creative problem solving ability, ability to foster trust, seek and use feedback.
