Embarking on a transformative journey, the Technology Services Division is reshaping its culture and service delivery approach, focusing on four key priorities:

In this newly created role, as the Director of Enterprise Data & Artificial Intelligence you will develop and oversee the strategic use of data, intelligent automation and AI within the City of Toronto with the goal of service delivery and operational excellence. Responsibilities include developing and leading enterprise wide data strategies, intelligent automation and AI projects, ensuring data privacy compliance, and fostering innovation.. Leadership, technical expertise, design thinking principles and a deep understanding of enterprise business goals are critical in this role.

Specifically, you will provide leadership in the areas of:

Strategic Planning and Delivery of Enterprise Data, Intelligent automation and AI Technologies:
  • Develop a comprehensive enterprise data strategy, architecture and roadmap to harness City wide data to deliver on business outcomes.
  • Establish intelligent automation and artificial intelligence strategies and roadmap aligned with organizational goals and divisional business needs, including business and technical architecture roadmaps best practices, and enterprise platforms to deliver city-wide capabilities.
  • Provide leadership in the selection of tools and technologies to implement common frameworks and platforms, business and technical roadmaps, technology standards and a common service delivery model based on industry best practices and fit within an enterprise grade municipality.
  • Strategize, develop, and execute scalable solutions by overseeing the collaboration between technology and business teams. Spearhead the development of proof of concepts, ensuring seamless integration of cutting-edge technology with business objectives. Implement a streamlined delivery pipeline to efficiently transition use cases from development to production, leveraging agile methodologies for rapid iteration and adaptation.
  • Participate in government agencies and private sector forums developing key relationships to leverage strategies, standards and policies, and development frameworks based on industry best practices and consistency.
  • Collaborate with policy team to implement robust data governance frameworks ensuring data quality, privacy, and compliance with MFIPPA, PHIPPA, and other legislative requirements.
  • Attends Council and Standing Committees as a key contributor to the strategy, technology and standardization of data and AI capabilities across the organization
Talent and Capacity Building
  • Attract and evolve talent in the data and AI team including technical leads, data scientists, engineers and platform implementation specialists.
  • Foster a culture of innovation, staying current with emerging technologies and promoting their integration when applicable.
  • Leads and motivates a diverse workforce, ensures effective teamwork, ensures high standards of work quality and organizational performance, continuous learning and encourages innovation in others in the areas of data and artificial intelligence.
Change Management & Stakeholder Influence
  • Lead Advisor and subject matter expert for the use of Data and AI across Technology Services and City Divisions. This includes briefing updates to key steering committees including city council and guidance on the evolution, implementation and ethical use of data, artificial intelligence, and machine learning.
  • Work with partners and colleagues in developing scalable use cases anda change management framework for the integration of enterprise data, intelligent automation and AI across the city landscape both internally and externally.
  • Contribute to the establishment of programs and continuous improvement of divisional performance through analysis and the development and implementation of sound management practices and procedures, providing program management staff with direction and guidance, processes, and tools to increase efficiencies and improve effectiveness of the services provided by this section.

Key Qualifications:
  • Considerable experience establishing and leading the adoption of current and emerging platforms in the enterprise data, intelligent automation and AI/ML space including robotic process automation, machine learning, NLP, LLM, and generative AI.
  • Considerable experience developing and maintaining exceptional relationships with technology, business, and external stakeholders to translate the development of new technology from inception to production.
  • Extensive experience leading a high performing team through change, ensuring continued successful service delivery.
  • Experience delivering and maintaining roadmaps of modern technologies in the data, BI, AI/ML, digital space utilizing best of breed solutions across enterprise platforms and cloud technologies utilizing agile practices.
  • Experience working with large datasets and establishing the appropriate data environments, including data lakes, RDS, etc.
  • Effective communication skills with ability to communicate to both technical and non-technical stakeholders, senior leaders, and governing bodies.
  • Ability to work with business and technology teams supporting an iterative (agile) development methodology that includes defining use cases, drafting business case and demonstrating value realization.
