Reporting to the Executive Director, the Director of Corporate Services is responsible for managing corporate services and supporting government operations by overseeing programs and services in the following areas:
Legal services and advice procurement
Negotiations, contract management, procurement
Bylaws, records management, archiving
Information technology services
Corporate services and communications
Community development services, including identification of opportunities, marketing and support
Elections
Grant writing and management
Intergovernmental relations
Planning and policy development (corporate and administrative)
Business risk management and insurance
Statutory filings and maintenance of corporate registers and minutes
Membership services
The Director develops and oversees departmental policies and procedures, manages day-to-day operations and departmental staff, prepares and manages the budget, and leads both short- and long-term planning for department projects, programs, and finances. The primary goal of this position is to ensure the effective delivery of corporate services and foster quality communications that support community engagement and enhance quality of life. A strong background in policy development and implementation, along with experience advising executive leadership on complex legal and procedural issues, is key to success in this role. Other related duties as required.
Valued Qualifications
Experience:
5 years of experience in local government corporate administration, including significant management-level experience.
5 years of experience managing or overseeing management support staff, professional staff, and external consultants or advisors.
Experience preparing and managing budgets.
Knowledge:
Degree in public or local government administration, or a related field, with experience in government corporate services -- or an equivalent combination of education, training, and experience
Knowledge of federal and provincial legislation for First Nations governments, including the Indian Act, Treaty 8, UNDRIP, privacy, employment, human rights, health and safety laws, and fiduciary responsibilities.
Strong understanding of strategic planning, contracting, negotiating, change management, and risk management.
Skills:
Strong leadership skills, with the ability to coach and motivate staff in a team environment.
Strong professional writing, interpersonal, communication (verbal and written), and public relations skills.
Strong planning, organizational, time-management, and supervisory skills.
Excellent research, analytical, and consultative skills.
Abilities:
High degree of ethics, integrity, confidentiality, accountability, and professionalism.
Ability to interpret legislation and legal opinions, conduct research, and write reports and complex documents.
Ability to build and maintain effective working relationships with internal and external stakeholders, including staff, management, officials, and the public.
Ability to plan and manage a multi-functional department, prioritize tasks, and meet deadlines.
Other (required):
Compliance with BC Immunization program and TB Screening.
Satisfactory completion of a police information check.
Ability to provide own transportation to work.
Valid Class 5 BC Driver's License and satisfactory drivers abstract.
Optional (assets):
Ability to speak Dene and/or Cree.
In-depth knowledge of the roles and functions of First Nations government.
Work Setting
Core business hours are Monday to Friday, 8:30 a.m. to 4:30 p.m. There is a requirement to attend evening meetings and provide public presentations. The majority of work time is spent in an office-type environment. May occasionally travel for work (compensable). Interacts with all levels of the organization, government and public. Time pressures and deadlines may be experienced. This position is overtime exempt, and is not entitled to call back, reporting pay, standby, shift premiums, or any other cash compensation which is dependent on completing a specified number of hours in a normal work week.
