Job Summary

Mississauga has and will continue to experience phenomenal city-building, averaging over $2 billion of construction activity per year, with projects ranging from low-rise housing to high-rise residential developments and major expansion and redevelopment of hospitals, post-secondary institutions and retail malls.

Reporting to the Commissioner, Planning and Building, the Director/Chief Building Official is responsible for the leadership and management of the Building Division and the administration and enforcement of the Ontario Building Code in the City of Mississauga.

Duties and Responsibilities

  • Lead the Building Division in providing zoning compliance review, building permit application plan review and related inspection services, all in accordance with the Building Code Act, Ontario Building Code and all other applicable laws.
  • Responsible for establishing and achieving divisional goals and objectives through the effective and efficient use of resources.
  • Assess, plan and forecast revenues and expenditures to develop annual and long term budgets and business plans and, to make effective recommendations for achieving divisional objectives.
  • Provide strategic direction to the Department and provide advice and recommendations to the senior Leadership Team and City Council on matters pertaining to divisional operations and technical issues related to the administration and enforcement of the building regulatory regime.
  • Liaise with other levels of government, municipal agencies, the development and construction industry and the public on all matters with respect to the Ontario Building Code and other related legislation or applicable laws.
  • Participate in activities and take a strong leadership role in promoting and developing best practices and uniform building code interpretation and enforcement such as the Toronto Area Chief Building Officials Committee, the Large Municipality Chief Building Officials group, Ministry of Municipal Affairs and Housing building code development and technical advisory committees, industry stakeholders such as BILD and other liaison groups.
  • Represent the City on disputes concerning the interpretation and enforcement of the Building Code Act and the Ontario Building Code.
  • Respond to the Building Code Commission and to the Superior Court of Justice, to appeals arising from divisional decisions.
  • Develop balanced, innovative and flexible solutions that support Council and Corporate goals while ensuring public safety.
  • Ensure Building Division achieves goals of service delivery excellence, while adhering to legislative requirements, and ensuring a safe built environment.
  • Responsible for providing leadership and direction to support overall administration of the municipality while operating in a cost-recovery model that is fiscally prudent, evidence based and strategically focused to provide value for user fees and enable City building.
  • Must be aware of multiple Acts, Regulations, Laws and Agreements to be proactive and bring findings or changes to the attention of others.
Skills and Qualifications

The Director, Building & Chief Building Officer will be an accomplished professional with the following qualifications:
  • University degree in Engineering, Architecture, related discipline and/or equivalent combination of experience and education and related professional qualifications.
  • Relevant certification and registration with the Ministry of Municipal Affairs and Housing (MMAH) in the Building Code Act, Ontario Building Code and the powers and duties of a Chief Building Official (CBO \xe2\x80\x93 Legal Course).
  • Professional designated engineer or accredited architect.
  • All Building staff must be MMAH tested and certified along with professional designations Certified Engineering Technicians and Technologists (CET), Professional Engineer (P.Eng), Ontario Association of Architects (OAA) or equivalent training.
  • Membership or eligible for membership in the Association of Professional Engineers of Ontario (PEO) or the Ontario Association of Architects (OAA).
  • Minimum 10 years progressively responsible experience in building design, construction, regulatory environment (desirable), management of projects and people, knowledge of Public Administration and applicable laws.
  • Must be aware of multiple Acts, Regulations, Laws and Agreements to be proactive and bring findings or changes to the attention of others. Key items include the Ontario Building Code, Health and Safety Act, Bill 124, Zoning By-law, Building permit fees and charges as set forward by the Ministry of Municipal Affairs and Housing Coordination with OBOC, LMCBO, TACBOC, PEO, OAA.
  • Must have qualifications set out in the OBA including successful completion of a technical examination program administered and authorized by the MMAH (i.e. certification by the Ontario Association or Certified Engineering Technicians and Technologists (OACETT) or the Association of Architectural Technologist of Ontario (AATO).
  • Experience working in a large municipality and familiarity with City building is preferred.

  • Understand the sensitivities of working in a political environment, with the development/construction sector, and with the residents of the City.
  • Motivate, coach and mentor staff ensuring that appropriate development strategies and plans are in place to develop a high performance team; ensure effective transfer of knowledge and sharing of best practices.
  • Lead change arising from strategic initiatives, technology, regulatory evolution and process refinement.
  • Possess a high level of integrity and trust with proven success in developing and building relationships and professional networks.
  • Provide an expert understanding of building design and construction practices, for all major classification of buildings including the ability to read and understand complex technical construction documents and reports.
  • Provide a high quality of customer service while achieving statutory and corporate objectives.
  • Apply Occupational Health and Safety Building techniques, industry standards, Construction Practices Engineering principles, as well as trades\xe2\x80\x99 services and techniques.
  • Assess, plan and forecast revenues and expenditures to develop annual and long-term budgets and business plans, and make effective recommendations for achieving divisional objectives.
Hourly Rate/Salary: $176,728 - $235,638
Hours of Work: 35 hours per week
