About Our Opportunity

This position, in accordance with the Health Services and Insurance Act and its Regulations, the Personal Health Information Act and the Canada Health Act, leads plans and directs resources and activities to provide eligible residents of Nova Scotia with health care insurance.

Primary Accountabilities

The role is accountable for managing eligibility and registration policies for the Province in support of:

  • Health Card Registration to enable Nova Scotians to receive care both in province and abroad.
  • Interprovincial Reciprocal Billings National Agreements
  • Out of Country claims approval and processing, and
  • Subrogated Third Party Liability Claims
Accountable for the design, development and delivery of reporting and accountability mechanisms to ensure the requirements and expectations of the Department are being met. Ensures that strategies and plans are aligned with overall Government strategy.

Leads and monitors the compliance of programs by analyzing reports and preparing summary and briefings interpreting policies and legislation.

Utilizes a broad, deep knowledge of policies and programs to maintain effective and collaborative relationships with provincial, federal and international governments, partners and organizations. Represents the Department on government, industry, public/private, inter-department and internal committees, project teams, and at conferences and meetings.

Ensures the effective management of human and financial resources by setting and evaluating staff performance targets, promoting diversity and a healthy workplace, demonstrating leadership competencies, respecting corporate human resources practices, promoting teamwork and individual development, maintaining internal communications, monitoring expenditures while adhering to procurement guidelines.

Qualifications and Experience

This may be the right opportunity for you if you have a university degree in a relevant discipline (e.g., Commerce, Business) and five years of progressive leadership experience, or a Masters degree and three years of progressive leadership experience. An acceptable equivalent combination of education, training and experience may be considered.

The ideal candidate has demonstrated experience in:
  • Working in the Nova Scotia and Canadian Health care systems
  • Management of staff, with a focus on establishing a positive organizational climate and developing people to affect positive change
  • Progressive experience leading senior level projects
  • Interpreting and applying legislative and regulatory requirements
  • Policy management and development
  • Budget and financial management, including contract management and negotiation
  • Protecting the privacy of confidential personal health information and sensitive medical information
  • Building and maintaining relationships with a broad range of stakeholders
In addition we are looking for a director with exceptional communication skills, with a strong attention to detail, and a demonstrated history of providing accurate information and sound advice. You must bring strong leadership, a focus on equity, interpersonal and diplomatic skills, and a demonstrated ability to effectively manage competing priorities and demands.

Experience working with public health care billing or insurance are considered assets.

Pay Grade: EC 13

Salary Range: $3,918.14 - $4,897.66 Bi-Weekly
