Taxation Division is a division of the Department of Finance. On behalf of the government of Manitoba, we administer taxation legislation through information, compliance, audit and enforcement programs. The Taxation Division is organized along broad functional lines. The Audit Branch is one of four Branches reporting to the Assistant Deputy Minister of Finance - Taxation. The Audit Branch is responsible for ensuring there is compliance by taxpayers and tax collectors, relating to the multiple tax statutes administered by the Taxation Division.
Conditions of Employment:

Must possess a valid Class 5 Drivers licence and be able to provide own transportation for ground travel within Manitoba
Must be able to provide and maintain a satisfactory criminal record check
Completion of satisfactory credit screening and credit check required
Qualifications:
Essential:
Chartered Professional Accountant (CPA) designation
Progressively responsible senior audit management experience with extensive tax audit management experience in varying industries and of complex international companies
Experience interpreting and applying tax legislation and regulations
Experience managing and leading staff in a unionized environment including performance management, mentorship, and training
Strong interpersonal skills with the ability to build and maintain strong relationships with both internal and external stakeholders
Strong verbal communication skills with the ability to handle difficult and sensitive conversations and communicate technical information in plain language
Excellent written communication skills, with the ability to communicate to all levels of the organization and with external stakeholders
Ability to foster vision, mandate and values with an emphasis on valuing diversity and growth.
Experience providing leadership and direction in the design and implementation of legislation and policy
Ability to manage for results with an emphasis on strategic performance, financial responsibility, and culture
Strong analytical, problem solving, and decision-making skills
Excellent political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues
DESIRED:
Experience with GenTax
Experience interpreting and applying Taxation Division and Audit Branch policies
Thorough knowledge of the statutes administered by the Taxation Division of Manitoba
Duties:
The Director of Audit - Taxation Division is the senior leader responsible for the overall efficient operation of the Audit Branch in the Division including:
Developing overall goals and objectives for the Audit Branch which are consistent with those of the Taxation Division as a whole
Developing policies and programs which result in audit and compliance procedures that protect provincially administered tax revenues and provide taxpayer education opportunities
Recommending areas for policy and legislative development
Providing leadership and direction to the staff of the Audit Branch of the Taxation Division.
evaluating current practices, and developing and implementing systems which measure the effectiveness of all policies, programs and procedures on an on-going basis against expected or anticipated results.
