Position: Development and Project Technician Reports to: Manager of Planning and Development Last Updated: February 25, 2023 Salary Range: Level 8 ($52,604 \xe2\x80\x93 $59,106) Under Review Summary: The Development and Project Technician is a full-time position that is to assist the Manager of Planning and Development in carrying out the daily duties of the department. The Technician is expected to operate with a high degree of independence and be committed to the goals and objectives of the Town. It is anticipated that this position will be appointed as a Development Officer by the Town within the first year of employment. The position is also responsible for project financial tracking and oversight. They will work in conjunction with Corporate Services and Infrastructure to ensure data on all projects is tracked and up-to-date. This includes both infrastructure and capital projects as well as singular projects like COVID and Fiona. Duties and Responsibilities: \xc2\xb7 Assist the Manager of Planning and Development in administering the Town\xe2\x80\x99s Official Plan through the Zoning and Subdivision Control Bylaw. Required duties include the following: - interpreting and administering the Towns Official Plan and associated land use bylaws. - processing development permits ensuring conformance with existing bylaws and policies. - processing various applications including variance applications, subdivision applications, land use bylaw amendment requests. - file approved plans and documents at the Registry of Deeds. - assist the public with inquiries and complaints regarding the development bylaw. - perform the duties of the Planning Clerk in their absence. \xc2\xb7 Preparation of maps, sketches and other information regarding projects and planning applications in the Town. Review on site pre and post construction information. \xc2\xb7 Collect and compile data, research material, and other information required by project end use, prepare tabulated data with required quality standards, collaborate with the Manager and others to determine information needs and follow up on additional resources as required. \xc2\xb7 Interpret and understand civil engineering and infrastructure drawings. \xc2\xb7 Research and report preparation on planning studies, land use conflicts, municipal planning strategy, by-law amendments and development agreements. \xc2\xb7 Update and maintain the civic addressing database. \xc2\xb7 Develop and maintain automated tracking systems, hard copy files and records. \xc2\xb7 Keep detailed spreadsheets and costing data on various infrastructure and other projects as required. \xc2\xb7 Keep current on developments in legislation, administration practices, professional organizations, education opportunities, and cost shared programs as they may apply to the operation of the Planning Department and report such changes, developments and opportunities to the Manager, Planning and Development. \xc2\xb7 Maintain good public relations in dealing with citizens, developers and consultants. \xc2\xb7 Respond to inquiries regarding development permits, civic addresses, subdivisions, Development Bylaw and zoning inquiries. \xc2\xb7 Attend committee/public meetings, act as a resource as required. \xc2\xb7 Perform other such related duties, responsibilities and functions as may be assigned. Knowledge, Abilities and Skills: \xc2\xb7 Knowledge and training in Computer Software Systems - specifically: Microsoft Office Suite, Adobe, ARCGIS, Auto CAD, VueWorks and Geolinc. \xc2\xb7 Working knowledge of the Municipal Government Act, Planning Act, and other legislation relevant to the Zoning and Subdivision Bylaw. \xc2\xb7 Considerable knowledge of development terminology, practices and procedures and standards, and work methods. \xc2\xb7 Experience in civil engineering and architecture in relation to land use planning and development issues in a municipal context is preferred. \xc2\xb7 Knowledge of regulatory, advisory, and other legislative bodies and their associated policies, procedures, and regulations. \xc2\xb7 Ability to work independently and as a member of a team and to make decisions in accordance with established policies, standards, and objectives. \xc2\xb7 Strong organizational skills with the ability to work in a fast-paced environment with a high level of accuracy and attention to detail. \xc2\xb7 Exceptional customer service and communication skills including the ability to effectively consult with the general public and industry clients on a diverse range of business activities. \xc2\xb7 Ability to read and interpret detailed building blueprint plans, site plans and specifications related to the various development activities. \xc2\xb7 Experience using GNSS survey equipment for data collection and construction measurement is considered an asset. Education and Experience: \xc2\xb7 Two-year diploma in Urban Planning, Architectural or Construction Technology, Civil Engineering, or a related degree, plus at least two years relevant technical experience; or a combination of related training and experience that demonstrates a capability to assume the duties of the Development Officer. \xc2\xb7 Criminal Records check required upon hire. \xc2\xb7 Must have a valid driver\xe2\x80\x99s license. WORK ENVIRONMENT: \xc2\xa7 Fill in for staff during turn over or unanticipated leaves of absence including back up for Manager when required. \xc2\xa7 Working in an office environment. \xc2\xa7 Monitoring and inspecting of sites. \xc2\xa7 Requires lifting. \xc2\xa7 Work evenings, weekends and holidays as required. **Screening will commence immediately and continue until the position is filled** Job Types: Full-time, Permanent Salary: $52,604.00-$59,106.00 per year Benefits:
