RESPONSIBILITIES


The Design Manager reports to the Design Director or Vice President Buildings Ontario. The successful candidate will have full responsibility for the management of technical architectural and engineering operations relating to design-build projects. To carry out this mandate, you will rely on selected architectural and engineering professional firms for the realization of the design. Your role is to participate in the strategic selection of professional firms and to direct and supervise these firms from the definition of mandates at the time of the call for tenders to the complete delivery of the appropriate architectural and engineering deliverables for construction during the project realization phase. You will be responsible and accountable for the performance of professional firms, particularly in terms of quality, schedule, and costs.


To do this, the successful candidate will supervise all design activities, ensure strong cohesion and good communication with the various internal and external managers assigned to projects and maintain healthy business relationships conducive to the development of partnerships to meet the design performance indicators of each design-build project. Project values typically range between $20million to $300 million. ROLE AND RESPONSIBILITIES



OPERATIONAL MANAGEMENT


Qualifications/Proposal and/or Tender Phase


  • Following the identification of potential short-, medium-, and long-term projects by the EBC Strategy and Development Group, participate in the identification of partners for design-build projects.

  • Lead the process in retaining the professional services consultant team.

  • Develop the design strategy required to bid.

  • Define mandates of the selected participating professional firms in a call for qualifications and/or call for tenders in accordance with the bidding strategy.

  • Determine with the professionals the necessary technical deliverables and production detail required by tenders and for appropriate estimate stages.

  • Ensure design elements are coordinated and meet the needs of the client\'s TFP (Technical Functional Program).

  • Influence the proposal and design team (EBC professionals and employees involved in planning, estimating and construction) ensuring options are analyzed and optimized by value engineering analysis to achieve winning design strategies.

  • Ensure that technical deliverables are completed according to the proposal schedule to allow assessment of costs for the proposal submission.

  • Facilitate communication between the design and estimating team ensuring appropriate estimate of both project costs and contingency considering future design developments during the implementation phase.

  • Lead the review of technical risks and ensure that identified risks and opportunities are integrated into the project risk register.

  • Ensure that constructability reviews are conducted at regular intervals by the project construction team.

  • Participate in the drafting of the proposal regarding technical and design aspects.

  • Define the organizational structure required for the design of the work.

  • Finalize the design strategy and design schedule required to meet the needs of the project.

  • Negotiate, with the VP Building, the agreements required for the mandates of professional firms for the implementation phase.

  • Negotiate with professional firms the hours required to carry out mandates.



Implementation phase

  • Primary contact with the Client (design related matters), Consultant team, Municipalities, and other authorities for detailed development of design deliverables and all design related matters.

  • Writes the Design Management Plan procedures and processes for the project and conveys the information to lead the design team activities ensuring objectives and timelines are met to produce deliverables.

  • Ensure that the technical requirements of the proposal calls are met.

  • Manages \xef\xac\x82ow of design information and feedback between the owners, designers, and internal teams to ensure aligned technical coordination of the project.

  • Facilitate the review of technical risks in accordance with the risk register developed during the proposal phase ensuring risks are mitigated through appropriate actions with professionals.

  • Ensure that the design strategy is maintained in accordance with the requirements of the project and construction strategy.

  • Lead design reviews and design optimization by reviewing all possible options.

  • Facilitate the review of engineering value analysis elements identified during the proposal phase and identify other elements to reduce costs and schedules.

  • Communicates and drives design submissions and scheduling of activities to meet permitting, procurement, construction, commissioning, and handover requirements.

  • Ensure the involvement of project and construction personnel to optimize all aspects of design.

  • Monitor the performance of professional firms based on project performance indicators (quality of deliverables, schedules, hours, and costs) and propose corrective actions required.

  • Audit the design documents against the requirements, ensuring they are complete and meet industry quality standards.

  • Establishes and drives design deviation request process with user groups and builds rapport with the user group members / client representative.

  • Identify notices of technical changes by the Client to the estimating team to evaluate the impacts and costs in relation to the design.

  • Manage changes in the scope of work of professional firms.

  • Collaborate with estimation team by providing suitable designs and technical information to estimate the project and track quantity movements during design development.

  • Regular reporting to project team members and senior management related to design schedule performance and quality of deliverables.

  • Provide support to the construction execution team to ensure the design documents meet that teams\xe2\x80\x99 requirements.

REQUIREMENTS \xc2\xb7 Postsecondary education or training in Architectural, Engineering, Commercial, or Construction discipline background prior to moving into Design Management. \xc2\xb7 Must possess strong background in preconstruction process, planning, and design phase management and experience managing multiple projects simultaneously. \xc2\xb7 Minimum 10 years of progressive experience in construction management as a Project Manager, Risk Manager, or a related role. \xc2\xb7 Minimum 5 years of experience working as a Design or Development Manager on major design-build projects with experience in technical and design team management. \xc2\xb7 Familiarity with Building Information Modeling, Virtual Design Construction, Proficiency in Autodesk software (an asset). \xc2\xb7 Working knowledge of MS Office applications (Word, Excel, Power Point, Outlook and MS Project), Smartsheet, Sharefile, SharePoint, Blue Beam, and Haiku Deck is a plus. \xc2\xb7 Bilingual (an asset), but proficiency in English language with excellent communication skills (written and verbal) is mandatory. \xc2\xb7 High mobility, position can in time be expected to include frequent regional and/or national travel durations. \xc2\xb7 Desirable credentials such as certifications or professional memberships in LEED, Gold Seal, PMP, P.Eng., OAQ, OAA, RAIC, CIOB, RICS, CIBSE considered assets.
