About the role
The Land Based Test Capability (LBTC) Deputy Program Manager (DPM) supports the Program Manager (PM) in their execution of their responsibilities as primary manager overall responsible for all aspects of program execution including cost, schedule and performance of the contracts related to the production and delivery of shore-based configurations of the Common Computing Environment as well as related simulation equipment used by the Canadian Surface Combatant test program. The DPM will support the PM in stakeholder management and must have excellent communication and people skills to keep all stakeholders appraised on status and other issues.Assume responsibility as DPM
Supports PM for cost, performance and schedule management of the program
Lead a multi-disciplinary staff on the program
Interfaces to customer, senior management and other stakeholders
Supports the control of the program within specified Program processes
Supports new business acquisition or expansion of the existing contracts
Oversees execution of the existing projects within the program constraints.

Previous PM experience with proven Profit and Loss (P&L) leadership skills
Ship design, production, and integration experience
Ability to adapt to changing priorities and budget challenges in a dynamic program execution environment
Proven ability to establishing subcontractor relationships with on time subcontract delivery
Strong organizational skills
Advanced business acumen including the ability to investigate, comprehend, and interpret complex business challenges, and think and act both strategically and tactically
Demonstrated conflict resolution skills and the ability to build respectful working relationships
Ability to travel domestic and international based on business needs
Ability to obtain Secret Clearance

Understands shore-based test planning and test program execution

Experience with Canadian Customers (DND, PSPC, ISI) and combat suppliers
Demonstrated experience continually improving processes to improve product quality and perform work more efficiently
PMP certification considered an asset
Language Requirements in Quebec
Knowledge of the English language is required for this role as the position described in this posting requires the candidate to communicate every day with a virtual team outside Quebec as well as communicate with different members of the organization, clients and suppliers located outside of Canada. For engineering positions, the candidate must also be able to read or modify technical documents from our main clients and write technical documents for these same clients.
