About the role
The Deputy Program Manager Combat Management System Software Support Services Contract (CMS SSC) will have responsibility to oversee all aspects of the day-to-day operation of the CMS SSC. They will be the primary interface to the customer for all aspects of program execution including cost, schedule, and performance of all CMS SSC taskings. The Deputy PM will be accountable to the Program Manager who will provide strategic guidance as the program undergoes significant planned growth as it moves towards the steady state phase of operations.
The Deputy Program Manager responsibilities include:Program execution throughout the lifecycle of the program
Demonstrated program financial management and planning
Customer relationship management
Subcontractor relationship management
Government and internal customer engagements and interfacing with functional leaders ensuring a workforce strategy to meet business needs
Develop and manage contract execution baselines to deliver products which meet requirements on time and on budget
In addition to program execution responsibilities, this role will also have functional leadership responsibilities that include the direct oversight of task leads and other junior program managers, including their professional development and career progression.
This is an exciting, long-term opportunity on a program that is rapidly growing. Near team growth will focus on the operation and maintenance of the RCN's new Land Based Test Facility, including the establishment of staff, processes, and tools. While longer term growth is oriented towards establishing the infrastructure needed for the the maintenance of the CMS software which is currently being developed on the Canadian Surface Combatant (CSC) program for eventual use onboard the future River Class Destroyers (RCD).
What you bring to the role
Appropriate degree from an accredited university (e.g. Business, Science, Engineering etc.), or equivalent experience/combined education, along with professional experience and specialized training commensurate with the assignment
Must have excellent organization skills and an analytical ability to develop and deliver concise presentations
10+ years of program management experience with defence programs
A detailed operating knowledge of Earned Value Management (EVM)
An operating knowledge of system engineering, system design and product lifecycle
Demonstrated Full Spectrum Leadership behaviours; possess positive attitude; creates and sustain inclusive work environment.
Additional skills desired for the role
Lockheed Martin Level 2+ Project Manager (PM) or Project Management Professional (PMP) certification
10+ years of experience managing development and delivery of software and hardware systems in large, complex defence programs
Development/test facility design, development and integration experience on a shipbuilding or combat systems integration project
Experience with Canadian Customers (DND, PSPC) and combat suppliers
Proven capability to manage critical, time-sensitive tasks in changing environments
Demonstrated conflict resolution skills and the ability to build and maintain respectful working relationships
Advanced business acumen including the ability to investigate, comprehend, and interpret complex business challenges, and think and act both strategically and tactically.
Ability to interface with customer leadership and RMS Engineering & Technology to address system issues and execution performance.
Demonstrated experience continually improving processes to improve product quality and perform work more efficiently
Language Requirements in Quebec
Knowledge of the English language is required for this role as the position described in this posting requires the candidate to communicate every day with a virtual team outside Quebec as well as communicate with different members of the organization, clients and suppliers located outside of Canada. For engineering positions, the candidate must also be able to read or modify technical documents from our main clients and write technical documents for these same clients.
