Position Summary:

The Toronto site is going through a multi-year business transformation and an exciting period of unprecedented projects volume. This transformation will require new operational strategies for executing and delivering our projects and enhanced ways of working. Within the Toronto Portfolio Management Office, the Deputy Director Project Management will directly to contribute to executing and delivering our largest and most complex Industrial Affairs projects of the Toronto Site.

The Deputy Director Project Management acts as E2E* Project Controller for 1 or 2 of our large & complex* projects in Toronto and / or strategic Programs. The End-To-End Project Controller role is heavily matrixed and works in partnership with senior E2E Project Leader and is specifically accountable for organizing, consolidating and challenging the project cost, schedule and resource plan, working in collaboration with the project leader and workstream leaders to ensure projects are delivered on time, on budget and meet expectation. This is a critical role in the overall management of the projects and coordination of all functions supporting projects. The controller must interact and foster collaborative relationships with work stream controllers, project team members, Toronto VIA Finance, site leadership, Global PMF, and the leadership from external partners.

The Deputy Director Project Management will act as coach for junior project managers across the site and contribute to site-wide improvements on project management standards and methodology.

Key Responsibilities:

Manages project schedule, project cost and project resource plan:

Defines project activity plan, monitors and controls adherence to the plan (schedule, cost, resource plan; Document the project's critical path.

Anticipates gaps or deviation, identifies discrepancies and proposes remediation plan as applicable through robust financial and business analyses to explain variances versus target.

Ensure that the project plans are ambitious but achievable by ensuring that they are set up with necessary elements and the relevant connecting milestones between functions/work streams and verifying that the linkages are consistent with the project strategies.

Work with the cross-functional project team members to ensure that resources are anticipated, planned/budgeted and allocated to meet the demands of the project plan.

Coordinate the cross-functional project teams on cost and schedule to ensure it is up-to-date by reporting true and faithful status of the project and provide project teams, PMO management, steering committees, site leadership, and global leadership with consolidated financial and timeline information (forecasts and actuals).

Challenge the key underlying assumptions on work stream budgets, timelines, and resources with function/work stream leaders.

Perform financial and business analyses, as / when needed, either on project or operational matters and report / explain variances versus target.

Consolidate, monitor, challenge and ensure reforecasts with project team members: cost, schedule, resources, and risk.

Identify and recommend opportunities for improvement, such as timeline acceleration while balancing cost and without compromising on quality.

Collect, enter into Planisware (Project Portfolio management software), and maintain / update all information (cost, schedule, resources) from workstreams.

Manages risks throughout project life cycle:

Leads risks identification, quantitative & qualitative risk analysis, definition, implementation and monitoring of mitigation plans.

Identifies inter-dependencies among work stream activities and lead the project team on risks prioritization and mitigation.

Plans, manages and monitors project communication:

Communicate lessons learned across the corporate project management function.

When scope change is required (by the Steering Committee or other drivers), prepare and coordinate the necessary elements supporting the decision making by site and global governance committees - with particular focus on financial and regulatory impact.

Ensure the follow-up and communication of project scope changes and execution changes.

Organize and manage Steering Committee meetings.

Manages project quality requirements:

Defines and implements quality measurements in order to control project quality.

Define project Key Performance Indicators (KPIs) and measure and report project progress to the project team, PMF management, steering committees, site leadership, and global leadership.

Ensure timely and consistent planning, forecasting, analysis, and reporting on budgets and timelines to enable business decision making.

Identify and recommend opportunities for improvement, such as timeline acceleration while balancing cost and without compromising on quality.

Ensures deployment of project management standards and best practices:

Applies VIA Project Management Handbook standards and Sanofi Pasteur project management standards and best practices.

Coaches work streams leaders / team members on project management best practices and tools.

Coaches junior project managers across the site.

Contributes to site-wide improvements of project management standards and methodology.

Works within the policies, procedures and regulations as required by the Company and under the Occupational Health and Safety Act.

The major challenges:

Working on Large & complex project, the Deputy Director Project Management is, in collaboration with senior E2E Project Leaders, working in constant interaction with senior leaders at the site level or at the global level.

Large & Complex projects require a company level of reporting and exposure to higher levels of the organization. It could include multi-sites interactions and connection with external business partners.

This role will require negotiating with senior leaders of the organization to ensure adequate budget and resource is allotted to the project while being flexible and adaptable to possible refinements of strategy.

This requires solid understanding of business impact in alignment with priorities of the company.

Scope and dimensions:

Project management for the largest & most complex strategic projects of Toronto site:

Responsible for managing cost for project budget
15M euros

Responsible for consolidating and controlling project activities / schedule, budget and resources for projects with more than 5 different functions and / or multi sites and / or with external business partners

Interact and foster collaborative relationships with work stream controllers, project team members, Finance, site leadership, global PMF, and the leadership from external partners.

Coaches junior project managers across the site.

Potential to manage external project managers

Contribute to site-wide improvements on project management standards and methodology.

Key Requirements:

University degree such as Bachelor of Science, Bachelor of Engineering or Business studies.

PMP certified.

PMI Agile certification or equivalent is a plus.

10 years experience in managing strategic complex projects in challenging environment preferably in pharmaceutical industry and/or manufacturing environment.

Project Management processes, project schedules, project cost estimation and forecasting.

Ability to develop business cases, change orders, collating/consolidating work-stream financial information.

Demonstrated experience in Agile / Lean project management and Scrum agile methodology and visual management; Previous experience as ScrumMaster.

Experience with Planisware Portfolio and Project management solutions is highly desirable.

Demonstrated leadership experience

Expert in project management (respect project constraint such as time, cost, scope, quality to achieve project success).

Expert in project risks management (risk identification, qualitative and quantitative analysis, remediation plan development and monitoring).

Outstanding organizational skills, time management and dealing with conflicting priorities.

Strong interpersonal skills (with demonstrated stakeholder management, conflict management / resolution in group dynamic).

Advanced skills of Excel and MS Office applications and efficient use company tools such as SAP, TrackWise, QeDoc, Excel etc. with the ability to adapt to new tools.
