The Parliamentary Protective Service (PPS) is a parliamentary employer and is not subject to the Public Service Employment Act (PSEA). PPS has its own classification, compensation system, and a different staffing regime. As such, we use a different staffing process and terminology. Persons appointed to PPS continue to be part of the federal government and will receive the public service pension plan and public service insurance benefits plan, which include health, dental, disability and life insurance plans.

Duties

As part of the Senior Management Team within the Human Resources Sector, the incumbent leads the development and delivery of our operational training program that supports our protection and detection operations. This specialized training ensures Protection Officers, including all employees in the Ranks of Constable, Corporal and Sergeant are fully trained and operationally ready to perform protective duties under the Operations Branch. In addition to protection, the incumbent leads and oversees the development and delivery of the detection operations, ensuring personnel are fully trained and equipped to perform scanning and detection duties within the parliamentary precinct.

As part of the operational training framework, recruit programs, block training, and remedial training all form part of the mandate of the Branch. The incumbent will ensure a diversity, inclusion and belonging lens is applied to all curriculum development.

The incumbent also oversees a team responsible for the design and development of curriculum, that form part of the training programs within the Service as well as a team responsible for the coordination of the various training program elements and services. Responsible for performance management and development of the Operational Training Branch (OTB) team, coaches and motivates teams to be conscience of continuous review and improvement of programs.

The incumbent demonstrates leadership and management of the operational training program. The incumbent influences the vision and strategy for a robust operational training program for the Service. The incumbent leads the strategic business and operational planning process; reporting requirements; risk mitigation; stakeholder liaison; and corporate priority alignment.

Intent of the process

The purpose of this recruitment and selection process is to establish a pool of qualified or partially qualified candidates to staff one (1) position on an indeterminate basis.

EDUCATION:

A university degree in a relevant field such as but not limited to, Human Resources, Training and Development or an equivalent degree and/or and acceptable combination of training, education and experience. Degree equivalency EXPERIENCE:

Experience leading corporate or operational training** programs in a government or policing/security environment. Experience in leading the design and development of learning and training programs, conducting needs analyses and measuring results. Recent* experience in providing strategic advice, briefings and recommendations to senior management (Director level) on complex corporate and operational training** issues. Recent* experience in reviewing and assessing programs and/or initiatives and determining best approaches for the development and delivery of a robust training program. Experience in establishing and maintaining partnerships, including consultation and collaboration, with internal and external stakeholders to deliver improved business outcomes.
Experience leading and managing employees*** and financial resources.

DEFINITIONS:

  • Recent means within the last five (5) years.
**Training that develops, maintains, or improves the operational readiness of individuals or units within an operational environment.
***Experience managing human resources is defined as: Clearly demonstrating that they have supervised staff, assigned work and managed the work unit. Applicants must indicate the number of staff they supervised. This experience is normally acquired over a period of a minimum of one (1) year.

Experience contributing to the development, implementation and/or evaluation of operational business plans and strategies within a security or law enforcement work environment. Experience developing and implementing operational training programs and initiatives in a protection/detection and or policing environment.

Conditions of employment

All candidates must be eligible to obtain both a Site Access Clearance, and Enhanced Reliability Status (ERS). The process involves a background investigation that includes: a loyalty assessment, law enforcement verifications, credit and financial verifications as well as a security interview wherein questions may include (but not limited to), previous employment, online activities, financial situation, alcohol and/or drug use.
