The Director is responsible for the general operation of the daycare in compliance with all municipal, provincial and federal regulations and is accountable to the Board of Directors. The Director ensures that the policies and procedures set forth by the Board of Directors are followed at all times. The incumbent is responsible for all daycare programming, financial viability and staffing requirements. The Director is the most senior employee in the daycare and is expected to create and maintain an atmosphere of learning, safety and respect in the center.
RESPONSIBILITIES:
General Management
Performs the day-to-day administration of the center including records management
Ensures the center is operated in compliance with the Child Care and Early Years Act 2014, Public Health, Fire Safety, OHRC, Employment Standards Act and any and all other licensing regulations
Manages and directs the curriculum of the center ensuring the programs reflect diversity, culture, abilities and program statement
Performs inspections to ensure proper standards
Maintains and consults with the Ministry of Education program advisor regarding program and license
Consults with other agencies, staff, parents, community service providers and Early Intervention services as required
Attends all meetings on behalf of the Board of Directors and provide input as required
Manages client relationships including parent handbook, policies, forms and other related information
Keeps Board of Directors informed of local, provincial and federal initiatives and policies that affect the center
Represents the Board and the center in advocacy situations
Attends local child care coalition meetings
Program Management
Ensures ongoing quality of the child care program and evaluate the program for effectiveness
Develops and manages program delivery policies for philosophy, curriculum, discipline and all areas related to program delivery
Recognizes new developments, research and trends in early child development
Recommends new and modified programming to meet the developmental and cultural needs of children
Determines priorities and allocate staffing, resources and time effectively and to meet child/adult ratios
Solicits feedback from staff and families as appropriate for strategic planning regarding program, facilities and policies
Considers future needs of the center when planning
Plans and implements professional development for all staff
Develops guidelines regarding health, safety and emergencies for staff and children
Maintains a current inventory of supplies required
Provides feedback to the Board regarding revisions and updates needed for policies and procedures
Recognizes, documents and takes action in the case of suspected abuse, illness or accident. Reports serious occurrences to the necessary outside agencies
Informs the Board of Directors of all visits and reports from licensing authorities
Submits annual changes in Board membership and By-Laws to the annual corporation report
Renews annual insurance policies
Provides documentation to licensing agencies for annual license report
Support to the Board of Directors
Provides a report at each Board meeting and Annual General Meeting outlining operation of the program
Provides information on issues as required by the Board for policy development
Assists the Board of Directors in planning and organizing committees and Annual General Meeting
Implementation of Operational Policies
Establishes and regularly maintains a waiting list of subsidy and full fee families
Enrolls children on the priority basis set by the Board of Directors
Establishes and maintains complete children's records including registration forms, medical forms and permission forms
Establishes and maintains a safe arrivals and departures record keeping system
Ensures daily medication forms are signed and medication is administered and documented accurately
Maintains an up-to-date allergies list
Establishes and reviews daily log/communication book
Provides orientation to all new families including review of parent information package
Updates the Parent Handbook with any new or revised policies and procedures
Reviews weekly menu for compliance with all applicable requirements
Facilitates parent/staff meetings as required
Curriculum
Evaluates the program regularly in consultation with program director, staff and provides updates to the Board of Directors
Acts as a resource to staff with respect to program planning that includes physical, social, emotional, creative and cognitive development
Reviews program plans to ensure they meet standards
Observes and participates in daily routines and activities to ensure continued contact with staff, children and parents
Staff Management
Keeps updated job descriptions for all staff
Advertises, interviews and hires new staff, students and volunteers
Maintains complete employee files
Provides orientation to new staff, students and volunteers including training and sign-off on all policies and procedures
Supervises, coaches and evaluates staff including annual performance reviews and annual goals
Conducts regular staff meetings
Implements disciplinary measures and terminates staff in consultation with the Board of Directors
Liaises with schools for the purpose of placing co-op students
Supports staff in their jobs including interactions with children, parents and co-workers
Appoints a designate in case of absence
Financial Responsibilities
Maintains complete and accurate financial records
Completes payroll obligations including semi-monthly pay and related pay/tax documents and grant implementation
Prepares monthly financial statements for the Board of Directors
Prepares the annual operating budget for the program and municipal funding agencies
Reconciles the monthly municipal subsidy payment reports
Implements financial spending and fee collection policies, files and procedures
Purchases services, supplies and equipment as required within budget
Researches and writes grant applications

Timely payment of all bills and invoices
Completes all financial activities required to run the center including: T4s, T4 Summary, family tax receipts, annual GST report, bank reconciliation, disbursements journal, cash receipts, sales journal, invoicing of parents, collection of fees, banking, investments, EHT annual report, WCB annual report, calculation of monthly Receiver General payments
REQUIREMENTS:
Extensive experience in licensed child care programs including overall center operations, policies, procedures, child guidance techniques (including those for children with physical or developmental challenges), child development and standard methods of behavioral observation at least 2 years
Proven knowledge of all relevant regulations and legislation that are applicable to the child care field
Experience directing, instructing and caring for children
Experience handling emergency situations, crises and hostile behavior in a professional manner
Proven skill meeting and exceeding the guidelines established by government and the Board of Directors
Experience leading and managing a large team in a manner that promotes employee engagement and professional development
Ability to maintain complete and accurate records and reports
Experience with financial management including financial software, monitoring cash flow and budgets
Excellent communication both written and verbally with those both internal and external to the center
Ability to lift and carry moderately heavy children and equipment
Flexibility to work evenings and weekends when necessary
Willingness to work in conditions involving exposure to bodily fluids, infectious diseases, high noise level and inclement weather
Minimum of ECE diploma
At least five years experience in the child care field
Valid First Aid & CPR

RESPONSABILITES :
Gestion generale
Assure l'administration quotidienne du centre, y compris la gestion des dossiers.
Veille a ce que le centre soit exploite conformement a la Loi de 2014 sur les services de garde d'enfants et la petite enfance, aux normes de sante publique, de securite incendie, de la Commission ontarienne des droits de la personne, de la Loi sur les normes d'emploi et a tous les autres reglements en matiere de permis.

Effectue des inspections pour assurer le respect des normes.
Assure la liaison avec le conseiller du ministere de l'Education concernant le programme et le permis.
Consulte les autres organismes, le personnel, les parents, les fournisseurs de services communautaires et les services d'intervention precoce au besoin.
Assiste a toutes les reunions au nom du conseil d'administration et contribue au besoin.
Gere les relations avec la clientele, y compris le guide des parents, les politiques, les formulaires et autres renseignements connexes.

Se tient informe(e) des nouveautes, des recherches et des tendances en matiere de developpement du jeune enfant.
Recommande des programmes nouveaux et modifies afin de repondre aux besoins developpementaux et culturels des enfants.
Determine les priorites et alloue efficacement le personnel, les ressources et le temps afin de respecter les ratios enfants/adultes.
Sollicite les commentaires du personnel et des familles, le cas echeant, pour la planification strategique concernant les programmes, les installations et les politiques.
Tient compte des besoins futurs du centre lors de la planification.
Planifie et met en oeuvre le perfectionnement professionnel de tout le personnel.
Elabore des directives concernant la sante, la securite et les urgences pour le personnel et les enfants.
Tient a jour l'inventaire des fournitures necessaires.
Fait part de ses commentaires au conseil d'administration concernant les revisions et les mises a jour necessaires des politiques et des procedures.
Identifie, documente et prend les mesures necessaires en cas de suspicion de maltraitance, de maladie ou d'accident. Signale les incidents graves aux organismes externes competents.
Informe le conseil d'administration de toutes les visites et rapports des autorites de delivrance des permis.
Soumet les modifications annuelles de la composition du conseil d'administration et des statuts au rapport annuel de la societe.
Renouvelle les polices d'assurance annuelles.
Fournit la documentation aux organismes de delivrance des permis pour le rapport annuel de permis.
Soutien au conseil d'administration :
Presente un rapport a chaque reunion du conseil d'administration et a l'assemblee generale annuelle, decrivant le fonctionnement du programme.
Fournit les renseignements necessaires au conseil d'administration pour l'elaboration des politiques.
Aide le conseil d'administration a la planification et a l'organisation des comites et de l'assemblee generale annuelle.
Mise en oeuvre des politiques operationnelles :
Etablit et tient a jour une liste d'attente pour les familles beneficiant d'une subvention et celles payant la totalite des frais.
Inscrit les enfants selon l'ordre de priorite etabli par le conseil d'administration.
Etablit et tient a jour les dossiers complets des enfants, y compris les formulaires d'inscription, les formulaires medicaux et les formulaires d'autorisation.
Etablit et tient a jour un systeme de tenue de registres pour les arrivees et les departs en toute securite.
S'assure que les formulaires de medication quotidiens sont signes et que les medicaments sont administres et documentes avec precision.
Tient a jour une liste des allergies.
Etablit et examine quotidiennement les procedures. Registre/cahier de communication
Assure l'accueil et l'orientation de toutes les nouvelles familles, y compris la presentation du dossier d'information destine aux parents.
Met a jour le Guide des parents en y integrant les nouvelles politiques et procedures.
